Job Description

As Head of Programme Management Capability at HS2 you will be responsible for acting as the functional lead for programme and project management capability across the organisation; working with industry bodies and programme/project management professionals across HS2 to embed industry best practice and create a professional community across the organisation. About the role: * To be accountable for developing and leading the implementation of a Project Management Capability strategy for HS2 Ltd. * To be accountable for working closely with Learning and Development to define and deploy industry recognised qualifications through the organisation and embed into future recruitment requirements. * To be accountable for developing and implementing a 'Project Management Handbook' for the organisation, setting out the HS2 Way and defining the Programme/Project Management standards, policies, and processes across the organisation. * To be responsible for acting as the senior single point of contact for professional industry bodies, championing and promoting HS2, engaging with and organising events and facilitating feedback and lessons learnt to improve the Project Management Community within HS2 and within the industry. * To be accountable for delivering and implementing a Programme/Project Management competency framework across the organisation, supporting individuals to both assess their current competency and build development plans where required. * To be responsible for developing and leading relationships with key stakeholders, including the Department for Transport, wider government stakeholders and industry groups sharing and developing best practice within HS2 and the Industry. * To be responsible for ensuring Project Management capability and industry best practice is disseminated across the organisation, through training and development, lessons learnt and sharing ways of working. * To be accountable for leading the Project Management Capability Team, , setting objectives, reviewing performance and ensuring that employees have the necessary skills and understanding to deliver the team's objectives. * To be responsible for the financial management of budgets relating to risk management, contributing to the effective financial planning and control of the PMO budgets. * Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI. About You: Skills: * Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and assessing data, defining strategies and supporting rationales. Ability to direct the team on the actions needed to manage and mitigate any critical issues. * Communication - effective and proven communication and influencing skills, with the ability to engage and influence colleagues and external stakeholders at all levels, including the Board and Senior Executives. * Influencing & Negotiating Skills - including internal and external functions. Able to gain traction with stakeholder and encourage them to give adequate time to support the deliverables of this post. * Ability to assimilate large volumes of detail, drawing out the key issues in a clear and concise way, suitable for all audiences. * Ability to manage multiple work-streams and dependencies to time, cost and quality requirements Knowledge: * Knowledge of Project and Programme Management in large project/programme Type of experience: * Experience of operating effectively as a senior leader, undertaking significant value and high profile programmes of work. * Experience of leading and developing a team within a major project or programme. * Recognised and relevant professional qualification, such as Association for Project Management (APM) or equivalent It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.
