Job Description

As Head of Head of Scope & Change at HS2 you will be responsible for owning the scope baseline, developing scope and change management policies, processes and standards, ensuring these are effectively executed across the organisation. The role will also provide functional leadership and support development and delivery areas through the provision of subject matter expertise and advice. About the role: * To be accountable for owning and managing the programme scope baseline, leveraging input from Sponsorship, Planning, Risk and Cost teams. * To be accountable for developing and leading the implementation of baseline and change management standards, policies and processes and ensuring they are communicated and embedded across HS2. * To be responsible for defining the change management process, including providing SME advice into the commitment and authorisation of compensation and change events. * To be accountable for the delivery and implementation of the contingency management processes. * To be responsible for working with Sponsorship to define and own the Stage Gate process, preparing for and providing recommendations to the Stage Gate Panel. * To be accountable for the deployment of specialist resources and expertise in baseline and change management across HS2, to enable delivery within the Project Controls teams and corporately. * To be accountable for leading the Scope and Change team, setting objectives, reviewing performance and ensuring that employees have the necessary skills and understanding to deliver the team's objectives. * To be responsible for ensuring baseline and change management capability and industry best practice is disseminated across the organisation, through training and development, lessons learnt and sharing ways of working. * To be accountable for developing and leading relationships with key stakeholders, including the Department for Transport, wider government stakeholders and industry groups sharing and developing best practice within HS2 and the Industry. * To be responsible for the financial management of budgets relating to risk management, contributing to the effective financial planning and control of the PMO budgets. * Actively promoting and embedding Equality, Diversity and Inclusion (EDI) in all your work and supporting and complying with all organisational initiatives, policies and procedures on EDI. About You: Skills: * Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and assessing data, defining strategies and supporting rationales. Ability to direct the broader team on the actions needed to manage and mitigate any critical issues. * Complex problem solving - identifying complex problems; reviewing, analysing and interpreting a wide range of data to develop and evaluate options and implement solutions. Ability to assimilate large volumes of detail, drawing out the key issues in a clear and concise way, suitable for all audiences. * Prioritisation - able to manage and plan multiple workstreams and the competing demands of stakeholders. * Decision Quality - Gathering and synthesising information, identifying options and applying judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data. * Communication and influencing skills, with the ability to engage and influence colleagues and external stakeholders at all levels, including the Board and Senior Executives. Ability to define and embed change management processes Knowledge: * Knowledge of Scope & Change Management in large project/programme. * Knowledge of the core Project Controls disciplines, including; Schedule Management, Change Management and Risk Management. * Knowledge of the all stages of the project life cycle. * Knowledge of baseline development and maintenance of baselines on a major programme. Type of experience: Experience of operating effectively as a senior leader, undertaking significant value programmes of work which are subject to external scrutiny. Experience of leading and developing a team within a major project or programme. Recognised and relevant professional qualification, such as APM (Association for Project Management).
