This is an exciting opportunity to work at the heart of data science, research and public policy. Advanced Analytics is hiring a new research data scientist. We're looking for freshly minted PhDs to conduct policy-relevant research using machine learning and other cutting-edge empirical techniques. Department Overview Advanced Analytics (AA) exists to help the Bank make creative use of new data sources and methodologies to promote the public good. While central banks are typically conservative organisations, our division is not! We work flexibility and entrepreneurially across the entire institution including with economists, supervisors, portfolio managers, risk specialists and technologists. Job Description This job is in the Analytics, Research and Outreach (ARO) team in AA. Our team has pioneered the application of new analytical approaches in the Bank, such as machine learning, natural language processing, agent-based models, network analytics, and randomised control trials. Besides being nurtured within an extremely collegial and innovative team, you'll be part of a cohort of PhDs joining on the Bank's PhD Research Programme. The programme offers a permanent position for recent PhDs to devote at least 50% of their time to research. The programme includes excellent training opportunities to develop your technical skills and deepen your knowledge in your chosen areas of expertise. PhD researchers on the scheme are expected to publish Staff Working Papers and articles in top-quality journals. They also foster research partnerships with leading academics and other external researchers. And they present their research to policymakers, at external conferences, and often organise internal events. Beyond research, your job will be to deliver other innovative solutions. This will include creating useful tools, dashboards and models for business areas to regularly make the most out of their data. And it will include cleaning, merging and exploring our unique datasets to uncover interesting patterns relevant to policymakers. Role Requirements The successful applicant will be able to demonstrate the following: * Knowledge of statistics and machine learning to a PhD graduate level * Proficiency in programming languages, ideally Python, C# and Java * Published research in peer-reviewed journals * A knack for generating innovative research * An ability to communicate analytical outputs to non-technical audiences in a clear but rigorous way, both verbally and in writing * Experience translating models from research papers into practical tools * Prior working experience outside of academia, ideally in a data scientist or data engineering role * Clearly articulated interest for wanting to work in Advanced Analytics and for a central bank * Experience working with granular, messy and/or textual data * A caring colleague who takes an interest in others' work and takes time to help them out Applicants must already hold a PhD. Applicants will be assessed on the basis of their answers to application questions, a coding exercise, a presentation on past research, and a technical interview.
