Overview
Commercial Manager, Procurement Manager, Sourcing Manager The Money and Pensions Service vision is everyone making the most of their money and pensions. This new organisation brings together the free services delivered by the Money Advice Service, The Pensions Advisory Service and Pension Wise. We are an Arms-Length organisation, sponsored by the Department for Work and Pensions, with a joint commitment to ensuring that people have access and guidance to the information they need to make effective financial decisions over their lifetime. As the Commercial Manager for DMI, you will play a strategic role in the development and management of all Money and Pension Service commercial activity. You will act as a trusted business partner to 6 core business functions including corporate technology (IT), digital production and development, data and identity management, customer/user experience, marketing and communications. There are a number of important strategic projects either in their infancy or planned for the coming year and beyond, which will see you involved in large scale procurement and commercial activity that will support improved delivery of our digital offering and help us reach more customers in an enhanced way. You will be joining a busy Commercial team where you will be leading the delivery of end to end procurement projects, managing and collaborating with cross functional stakeholders and negotiating with key suppliers ensuring value for money without compromising quality and business continuity. You will support colleagues with the development of business cases and project plans, providing essential advice on routes to market and procurement timelines. You will manage a Commercial Officer who will assist you in providing a holistic category management approach for stakeholders, including establishing and maintaining a pipeline of phased procurement activity What you'll need to succeed You will currently be working in a commercial or procurement capacity ideally within the Public sector. You will have knowledge of the Digital Marketplace including G-Cloud and DOS, as well as an understanding of other technical frameworks accessible by government bodies. An understanding of Cabinet Office spend controls and processes relating to digital/technical and/or marketing spend. Experience of forward planning, establishing pipelines and phasing procurements. You will have excellent interpersonal skills with high level supplier and stakeholder management abilities. Experience of negotiating with third party suppliers A detailed understanding and application of public procurement regulations and practices including the EU directives.
