Summary You will serve as a Supervisory Contract Specialist at the Office of Naval Research-Global site in London, United Kingdom. Please visit for more information about the ONR Global Command. This announcement uses the Technical Acquisition direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Responsibilities You will be responsible for the planning, negotiation, placement, analysis, and administration of all procurement and financial assistance actions (e.g. grants, cooperative agreements) issued by ONR Global. You will execute the Department?s portfolio of business arrangements with external organizations, spanning the full range of Research and Development related actions and other special Science and Technology projects. You will assign individual contract and grant actions to branch specialists and provide the overall direction for procurement planning, method of contracting, cost/price analysis needs, source selection strategy, and negotiations. You will review business clearances resulting from grants and contract actions with their assigned technical codes, as well as review and approve contract supporting documentation. You will direct the issuance of necessary contract modifications, negotiation of changes, exercise of options, and investigations of contractor claims. You will serve as the Assessable Unit Manager (AUM) for all Procurement and Financial Assistance-related internal control items at ONR Global and completes the required trainings to maintain currency as an AUM. You will perform the full range of supervisory duties including planning and assigning work, setting objectives and priorities, evaluating performance, and providing instruction on both work and administrative matters. You will establish annual development plans, identify on-the-job training activities and special training needs, and carry out EEO policies and communicate support of these policies to subordinates. You will function as the primary point of contact and acquisition advisor to respective technical/requiring organizations at ONR Global and will be responsible for timely and accurate procurement support to technical customers. You will participate with senior ONR Headquarters Acquisition Department staff on strategic planning, policy matters, and new contracting initiatives to ensure proper representation of ONR Global perspectives. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Administering grants and cooperative agreements related to Science & Technology and Research & Development programs and projects; 2) Directing post-award actions and procedures related to contract modifications, negotiations of changes, exercise of options, and investigations of contractor claims; 3) Overseeing the procurement and application of financial assistance and grants, cooperative agreements, and FAR-based contracting instruments in support of large programs; 4) Utilizing applicable regulations related to the planning and execution of sophisticated pricing agreements, cost accounting, and life cycle costing sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a systems acquisition program; and, 5) Providing technical guidance and leadership to other grants and contract specialists and administrators. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
