Job Description

To provide our delivery teams with professional materials, plant and service supply. This will involve taking primary responsibility for placement of subcontract orders and communicating internally across the business, with external suppliers and other bodies as directed by the Management Team. * Ordering of construction materials, plant and subcontract services across Colas Rail and the Midland Metro Alliance using the SUMMIT system * Provide support to the Colas Rail and Midland Metro Alliance Estimating team * Ongoing development and running of the supplier relationship management process in conjunction with other members of the Procurement Team * Organisation and management of individual daily workload * Data reporting as and requested by the Procurement Manager * Ensuring target cost data is obtained, used appropriately and cost analysis is carried out on any orders in excess of 1k whilst making sure appropriate documentation is updated * Negotiation of goods/services within the Target Cost budget * Continual identification of any Procurement related risks and opportunities, whether at Programme of Project level and reporting them onto the ARM Risk Software system * Be an integral member of MMA Procurement Team representing it and the organisation professionally and ethically * Agree appropriate payment terms with new and existing supply chain members * Participation in the bid proposal stage as and when required * Draft and prepare contract documentation using standard Colas Rail templates working alongside the Colas Rail legal team to ensure compliance * Become a focal point for project and suppliers regarding contract and supply queries * Drive and lead the MMA procurement strategies to influence project decisions throughout the project life cycle * Effectively communicate project requirements to the supply chain through a variety of communication channels * Work with stakeholders, at all levels, in order to understand internal and external requirements * Support the supplier selection process making sure that the all areas are covered and any vulnerabilities are identified and closed out * Support and continually develop the Midland Metro Alliance Procurement Strategy and to monitor the supply chain to maintain strong relationships and ensure ethical collaborative behaviours across all parties * Lead and or Support the Procurement element for any Bids / Tenders, contributing to Bid meetings, pre start and or coordination meeting * Work with a focus on Continuous Improvement and ensure suppliers deliver on time, cost and quality in line with the project requirements * Attend Project Meeting / Progress Reviews as and when required / requested by the Project teams Key measures & targets * To provide evidence of best value with regard to procurement, which may include commercial betterment, quality and efficiency * Evidence of supply chain engagement including performance review in accordance with Company KPI performance objectives * Ability to prioritise and successfully manage own workload, taking responsibility for self-delivery of set PDR objectives Key relationships * All individuals within the Procurement team * All internal departments as required * Implementing external supply chain relationships and identifying requirements to fulfil sourcing challenges * Effectively dissimilate information to Senior Buyer and Head of Procurement Person specification * Minimum of three year experience within Construction/Civil Engineering sector * Negotiation skills * Demonstrable commercial awareness, with the ability to control and monitor budgets * Finely tuned communication skills with regard to engaging with external and internal parties * Ability to demonstrate attention to detail with regard to contractual obligations and the placement of orders Skills/Qualifications * Evidence of a sound education which should include English and Maths GCSE at grade A-C or above, or equivalent * CIPS or equivalent is desirable, including 'working towards' * Industry-related qualifications are desirable, and could include: o Trade-related qualification o Other professional qualification o ONC/HNC/HND/Degree * IT literate and proficient in the use of Microsoft Office package * Strong people skills with the ability to liaise with all levels of personnel * A full UK driving licence is desirable as travelling to site may be required Personal Qualities * To demonstrate a proactive work ethic * To ensure high levels of accuracy and information assurance * Ensuring confidentiality of financial and operational information relating to MMA and the Supply Chain * To act professionally in all work environments and in all interactions with stakeholders * To work effectively within a team, sharing best practice, while also having the ability to make decisions in a fast moving environment * Ability to be flexible and evolve due to the ever-changing nature of the construction industry * To have a passion and take a pride in delivering
