The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Non-appropriated Fund Accounting Office (NAF AO). PCS cost paid by the gaining unit * This posn is subject to provisions of the DoD Priority Placement Program * Disclosure of Political Appointments * Work may occasionally require travel away from the normal duty station on military or commercial aircraft * Employee may be required to work extended or other than normal hours to include evenings and weekends and may be subject to recall * Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and as necessary to meet regulatory guidance * This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d * Incumbent shall comply with the requirements of this certification program ### Qualifications OPM Qualification Standards: Financial Administration and Program Series, 0501 and Group Coverage Qualification Standards for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes interpreting accounting policies, processes, procedures and regulations to formulate, justify, and execute a financial management system; preparing guidance for program managers and activity managers; conducting analyses and special studies; preparing a variety of documents, reports, and accounting forms; performing supervisory responsibilities; providing advisory services to program managers related to nonappropriated funds, accounting goals; proper classification, timing, and reporting business operations. **OR EDUCATION:** Applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (must provide official transcripts at time of application). **OR COMBINATION OF EXPERIENCE AND EDUCATION:** Applicants must have a combination of qualifying specialized experience and education that when combined total at least 100 percent (must provide official transcripts at time of application). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization. 2. Knowledge of generally accepted accounting principles and standards as well as AF NAF accounting systems, requirements, techniques, procedures, and practices. 3. Knowledge of internal audit procedures to monitor financial services and establish internal controls. 4. Knowledge of federal contracting and procurement regulations, procedures, and practices. 5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 6. Ability to plan, organize, and direct the operations and staff of a section.
