Through direct engagement with partners around the world, the Network Investments - Emerging Markets Team seeks to foster the development of open, shared transport network infrastructure to bring more people online to a faster internet. You will get to work with industry stakeholders to drive innovative, cutting edge, cost efficient network infrastructure in emerging markets.As a Partner Engineer - Network Analytics, you will be working with our data science, engineering, product and partnerships teams, and operators to understand performance of existing networks, areas of gaps and bottlenecks, and recommend investment infrastructure to boost coverage and capacity. This position is full-time, based in London but with heavy focus on emerging market infrastructure and engagement. **Required Skills:** 1. Engage with operators and infrastructure partners using data analytics, metrics and tools to help them transform their networks and infrastructure. 2. Use network performance, coverage and other data layers (population density, income levels, etc.) to conduct gap analysis and ultimately recommend infrastructure expansion such as fiber routes and wireless backhaul to connect telecom towers and POPs. 3. Work with the Facebook data science and product team to develop network tools. 4. Work with the measurement team to set up goals, metrics and track program impact. 5. Leverage visualization and mapping tools to conduct analysis, produce charts / graphs and support partner / internal engagements. 6. Assemble presentation materials and conduct analysis in support of program updates and decisions. **Minimum Qualifications:** 7. Previous experience (3+ years) working on network performance and analytics for an operator, equipment vendor deploying or operating telecom networks, or for a consulting firm with focus on analytics. 8. Previous experience working with big data analytics tools, and conducting large scale analysis. 9. Understanding of telecom infrastructure network principles (transport and IP transit layer knowledge is a plus), cost, coverage and capacity requirements. 10. Experience engaging with operators (especially those in emerging markets) to communicate insights / implications, then bring back external partner learnings to internal teams. 11. Understanding of network metrics, measurements and performance data, among them: Coverage requirements for 2G, 3G, 4G. Performance metrics such as latency, jitter and throughput calculations. Experience with vendor measurement tools and metrics. 12. Experience using analytical tools (MS Excel, Tableau, statistical, visualization, GIS / mapping) and data processing and data analytics techniques (Python, R, SQL). **Preferred Qualifications:** 13. Excellent written and verbal communication skills including experience speaking to both technical and business audiences. Comfortable interacting with the full spectrum of partner resources from field to C-suite. 14. Comfortable working in a highly collaborative environment and interacting with a globally distributed cross-functional team. 15. BA/BS or higher degree with emphasis in computer science, analytics, statistics, economics or equivalent degree/experience. 16. Ability to travel up to 30% of time.
