The Role Looking for a challenging and diverse role working as part of a friendly and supportive Employee Relations team, with the opportunity to make a real difference in a leading local authority? Based in the historic city of Winchester, we have created a truly unique service, delivering HR services across Hampshire County Council, Hampshire Constabulary, Hampshire Fire and Rescue Service and schools across Hampshire and further afield. We are looking for Senior HR Advisers to coach and empower managers across these organisations to confidently deal with complex employee relations issues. This is a challenging, yet highly rewarding role, and will expose you to new HR experiences and opportunities. WHAT WE'RE LOOKING FOR We are looking for individuals with relevant experience and expertise who have a pragmatic approach to solving problems, identifying risk and recommending options. You will also need to demonstrate a good grounding in employment law and best practice and be a highly effective communicator, able to quickly build rapport across diverse customer groups. Experience in delivering training would be beneficial. You will need to demonstrate the ability to put the customer at the heart of everything you do and have the drive and attention to detail to help deliver quality outcomes for the organisations we support. Role Responsibilities: The post holder works with limited supervision within a framework of different policies/procedures and good practice and will personally decide: How to respond to enquiries (telephone, face to face and in writing) as the point of contact for our customers. What action to recommend to our customers to enable them to proactively manage their staff with a view to improving and sustaining performance. What action to recommend to managers to resolve issues and disputes, interpreting policy, procedure or good practice for the particular situation. What action to recommend to managers to resolve issues and disputes and to colleagues in IBC and other areas, when acting as the consultant on cover and the focal point for all queries. Takes judgement about the additional information that is required before recommending action and making a decision about whether to progress the issues themselves or to await the colleague who is dealing with the case (where applicable). To evaluate when complex employment situations need to be discussed with more senior colleagues or professional advice sought. Manages and is effective in prioritisation of competing work priorities. Management and supervision of a team or individual staff including coaching, performance management and supervision. Supports, advises and coaches customers on employment related issues by giving direct assistance in the management of individual casework and contributing to the practical resolution of matters (e.g. disciplinary, grievance, capability, ill health and redundancy cases) Advice to customers is undertaken in an environment in which significant employment responsibilities are delegated to managers. To educate and provide advice and development to managers on the application of relevant HR initiatives and projects as they relate to human resource issues, employment law and our values, policy and practice. Act as an advocacy/adviser at hearings: present cases in a clear, well-argued manner and provide sound advice to enable panels hearing the case to make well informed decisions in-line with good employment practice and legislative requirements while taking into account statutory powers. Persuade and influence managers to pursue courses of action in relation to people issues which are in accordance with good employment practice, have regard to the needs of the organisation and the employee concerned and which minimise employee relations difficulties and potential ET claims. Role Requirements: CIPD qualified or substantial relevant experience. Successful experience in managing and implementing medium sized, ranging in complexity projects to meet organisational requirements. Successful experience in developing productive relationships with staff and managers at all levels. Good all-round knowledge of employment practice, resourcing, development and/ or performance management. Vetting Requirements: This post is subject to Non Police Personnel Vetting.
