My Client, A West London Local Authority is seeking 2 M&E Project Managers Capital Project/M&E Projects for a 6 month contract one Electrical Bias and the other Mechanical Bias The Mechanical Bias position focuses on Sprinkler systems, Dry & Wet Risers, Suppression Systems The Electrical Bias position focuses on Fire Alarms The role is to manage a portfolio of individual contracts and call off projects from the Council's recently procured contractor and consultants frameworks within the current budget of circa £50m (for the next three years) for the Capital, Cyclical and M&E works programmes. You will have responsibility from inception to final account and contribute to the development, delivery, management and monitoring of the organisation's Capital Investment Programme commitments Managing the performance of all direct reports on both a formal and informal basis including employee engagement, motivation, performance and absence management. Lead on the scoping and procurement of projects ensuring that all organisational and statutory requirements are met. Analyse and make recommendations on consultant/contractor design options, feasibility reports and proposals to ensure they meet the project objectives (maintenance/replacement of elements and roof top development),requirements and demonstrate value for money. Ascertain client requirements and brief consultants accordingly ensuring compliance with all business requirements and performance and quality standards. Setting up strategic planning controls covering the full scope of works (up to £15 million for a specific project) for all disciplines including taking full responsibility for the delivery of identified schemes and the operational management of these from inception to final accounts in line with all company and statutory requirements including Financial Standing Orders, Contact Regulations, EU Procurement, Health and Safety. Work effectively with a range of stakeholders to establish and lead multi-disciplinary project teams to deliver the project to time and budget. Ensure that site checks are undertaken to agree or validate necessity and accuracy of contractor and consultant work proposals/schedules, quality of work and customer care precautionary works. Assist with Open Book checks on contractor's valuations and final accounts. Monitoring, controlling and reporting on individual projects and budgets to agreed timescales and standards and ensure that continuous improvement activities are conducted in line with the Council's requirements to ensure that corrective and action plans are implemented where required. Ensure that the projects are delivered within the constraints of CDM requirements and that project specific 'Construction Phase Plan's are reviewed and updated as the projects progress. Take responsibility for ensuring that all relevant information form contractors to enable progression of leasehold consultation and dealing with resultant enquiries against specific projects is undertaken. Work with residents, Resident Associations, Area Review Boards and RLO's to ensure that resident communication and engagement on projects managed including ensuring S20 legislative requirements are met. Ensure that all information systems, O&M's are appropriately maintained so that colleagues have access to relevant and up to date information. Work collaboratively with colleagues across the organisation and the Council to ensure effective service provision and achievement of corporate objectives, including contributing to business and service planning, risk management and business continuity. Ensure that organisational expectations in relation to complaints handling, resident engagement and equality and diversity are met. Undertake other duties relevant to the nature, scope and level of the role as necessary including attending evening and weekend meetings Essential Qualifications & Skills for this position: Relevant professional qualification (e.g. RICS) or qualified by experience Qualification in Project Management (e.g. APM or equivalent) Experience & Knowledge (Essential): Experience of contract management and procurement Operational experience within public sector housing or similar environment carrying out major works schemes Experience of decent homes programmes Experience of working with leaseholders and residents and agreeing work scopes and supporting data to enable leasehold consultation to take place Experience of managing budgets for individual projects and annual programmes of work Experience of modern contracting and SMART procurement and the contractual arrangements supporting this Knowledge of current relevant legislation and housing issues Track record of successful project/programme delivery Skills (Essential): Good analytical skills with the ability to work with figures and statistics, consider options appraisals and make informed decisions Ability to prepare design briefs, specifications, tender documents and contracts Ability to demonstrate effective presentation skills in internal and external meetings Strong communication skills with the ability to communicate effectively with a range of people Innovation and problem-solving skills Effective planning and organisational skills Ability to negotiate and influence Ability to lead and motivate others not under direct management control Strong IT skills Ability to manage multi-disciplinary teams Risk management and mitigation PLEASE ONLY APPLY FOR THIS POSITION IF YOU HAVE THE EXTENSIVE M&E PROJECT MANAGEMENT EXPERIENCE REQUIRED WORKING FOR EITHER A COUNCIL OR HOUSING ASSOCIATION Resourcing Group is acting as an Employment Business in relation to this vacancy.
