Overview

Head of Operations for Drugs and Firearms (Commodities). This is part of the NCA’s Threat Leadership Command, the role entails leading teams managing the NCA’s response to the two threats and driving the wider multi-agency governance arrangements on each threat. The role spans the oversight of operational intelligence officers and the oversight of operations and high level strategic engagement with a variety of partners across UK law enforcement, Whitehall Departments, foreign partners, NGOs and the private sector to ensure there is a comprehensive, coordinated and energetic response to the three threat types. The wider Threat Leadership also manages the response to Child Sexual Abuse and Exploitation (CSAE), cybercrime, Organised Immigration Crime (OIC), Modern -Slavery and Human Trafficking (MSHT) and Borders and the Command works as a close knit team. Job description The role entails the management/oversight of around 30 officers and a significant representational function across a wide range of key partnerships. Flexibility is key as we have to be ready to respond to events, which can vary from leading a multi-agency law enforcement response to an unexpected incident to providing briefing to senior personnel including the NCA Command Team and government ministers. The role requires leading and supporting various governance arrangements which ensure HMG has an effective response to the threats and the impact of that response is measured and assessed. Both the public and partners must be kept informed and representational duties involve dealing with the press interviews and leading / supporting communications strategies for high profile issues. All NCA officers must hold DV Enhanced upon entry as a minimum. To meet the National Security Vetting requirements for this role you will need to have resided in the UK for a minimum of 7 out of the past 10 years. For more information please see the Candidate information Pack Responsibilities • Working closely with the Deputy Director - Lead and direct the Operational response to both Drugs and Firearms. • Lead and direct multi-functional teams to quality assure, develop and deliver strategic and tactical intelligence to Agency operations, investigations and prevention initiatives. • Manage resources effectively and ensure efficiency of departmental financial budgetary provision. • Direct and attend cross directorate committee/meetings deputising for Directors as required. • Lead and direct intelligence collection and assessment activity to ensure that it is securely handled and appropriately tasked. • Develop and implement business plans in line with the Agency’s operating model and strategy. Oversee the deployment of all operational support resources in support of major crime and critical incidents in the UK and overseas (as appropriate). • Lead the effective implementation of investigations and ensure that resources are deployed safely. Evaluate, authorise and review proposed investigations, ensuring that they are ethical and comply with legislation, policy and procedure. • Ensure delivery of Unit priorities, working closely with Intelligence, Investigations, NCA Strategy and the wider Threat Leadership Command; • Represent the NCA externally both in the UK and abroad at a number of presentations, panels and events on Drugs and Firearms; • Lead on building effective partner relations and work collaboratively with stakeholders and external agencies to include overseas law enforcement agencies, deputising for the DD as required.
