Overview

Quality Management Lead Bristol Permanent The primary purpose of the QML role is to ensure supply-chain adherence to the contracted quality assurance and quality control requirements QMLs are assigned to specific Programmes to serve this primary purpose. In so doing, the QML functionally reports to the Quality Delivery Manager who sets out the Programme specific requirements. QMLs are line managed by Quality Management Team Leaders who shall also perform an oversight role to ensure QMLs apply proper use and adherence to the Quality Management Branch processes/procedures. Their secondary purpose is to support functionally, the Head of Quality, operationally Quality Delivery Managers and their Programme in achieving adherence with the HPC Integrated Management System arrangements. This includes update of the Quality Execution Plan. For a given portfolio of work, the QML is the single point of contact (SPOC) for all quality related elements associated with the supply chain. The QML will therefore act as ‘Intelligent Customer’ in the capacity of ensuring that arrangements are in place, and effectively implemented by the supply chain to ensure products and/or services are provided Right First Time (RFT) in line with the HPC Project Goals, and in support of RFT, ensure effective resolution of issues and implementation of corrective actions to prevent recurrence. During manufacturing, the QML also performs an ‘Intelligent Customer’ role in ensuring that manufactured equipment and components conform to the contract design and technical specifications. This requires the review and accept of manufacturing surveillance programmes issued by sub-contracted inspection agencies. These sub-contracted inspection agencies will perform manufacturing surveillance of the supply chain for the HPC project, in particular the review of manufacturing related technical and quality control documentation and in-factory inspection activities. The QML will be required to supervise these sub-contracted activities. The QML shall also carry out their own surveillance on select manufacturing documentation in accordance with the Manufacturing Surveillance Document Strategy and perform joint inspections with sub-contracted inspection agencies in line with their Surveillance Plans. As part of demonstrating their ‘ Intelligent Customer’ responsibility, the QML shall report metrics on quality associated with their portfolio of work. They will be required to both coordinate and monitor these sub-contracted activities and lead the technical review of supplier manufacturing documentation, undertake in-factory inspections when required, to issue internal progress monitoring reports, and participate in progress meetings. Profile Framework & Boundaries The delivery of HPC Project is split across six programmes of works to which the Quality Department provides quality related services. Quality Delivery Managers in each programme specify their needs and monitor service performance to the other department managers. The QML is line managed by the QML Team Leader and functionally reports to the Quality Delivery Manager once assigned to work on a specific HPC Programme. A competence-based assessment will be applied to allocate QMLs to discrete contracts/work packages/equipment (whichever is relevant), which then forms their work portfolio. Depending on HPC’s business needs, there may be exceptional circumstances when a QML is required to work on more than one programme. The QML will discuss workload and priorities with the Team Leader through commitment log reviews. Escalation on key issues such as performance of sub-contracted inspection agencies will be to the Quality Management Manager. Progress reporting on deliverables, issues and escalation points will be to the Team Leader and Quality Delivery Manager for their separate purposes. Progress meetings will take place at the discretion of the Quality Delivery Manager when working within their programme. Knowledge & Skills Qualifications & Experience Essential Position requires experience of project delivery, preferably in the nuclear power sector, with significant focus on project quality, with a solid understanding of the Quality Assurance and Quality Control in major projects across engineering, procurement, manufacturing, construction and commissioning. A clear and considerable understanding of quality management best practice for deployment by large, complex and contract-led organisations. Confident and articulate communicator, able to prepare presentation material, and comfortable addressing individuals, small groups and very large audiences. Act as a strong advocate for best practice, able to support and defend practical deployment and solutions, whilst remaining open to the ideas of others. Experience of interfacing with project teams and with supply chain organisations. Analysis of data, preparing reports and making recommendations. The ability to influence and to provide constructive challenge which is accepted by others. The ability to build effective relationships with internal and external stakeholders. A team player who recognises how their position impacts and influences others. Should possess a recognised Quality qualification and accreditation. Pro-active and flexible, being prepared to plan and work on own initiative A HNC/HND qualification or degree in a relevant science or engineering subject, or equivalent qualification. Broad experience of implementing a variety of quality related solutions Proven track record of delivering results Proven leadership experience working in a quality assurance/control environment within the nuclear industry or other relevant safety critical industry.
