Senior Contracts and Procurement Manager
Overview
Johnson Matthey PLC are recruiting an experienced Contracts and Procurement Manager to frame, implement and monitor contracting and procurement for major projects in the Efficient Natural Resources portfolio of capital projects. The initial scope of work for around 3 years will be split between the major projects in Royston and Brimsdown as well as other major projects as required in the Efficient Natural Resources sector. The selected candidate will be expected to liaise closely with project delivery and procurement personnel at the various operating sites, with occasional business travel. It will be expected that the candidate will rapidly establish effective working relationships with key site personnel, quickly understand key priorities, the details of the role and contribute significantly to contract development, tendering, supplier selection, negotiation and monitoring of project- and time-critical 3 rd party contracts and procurement items. The incumbent will be expected to work in a small team with respective project managers, quantity surveyors, procurement staff, engineers and other disciplines to deliver all project phases, principally for the 3CR and Dual Site Asset Renewal (DSAR) Projects at Royston and Brimsdown, liaising closely with Sector and Group contracts and procurement subject matter experts and managers. Depending on priorities in the rest of the Sector, it may be required for the incumbent to provide advice to other projects on commercial / contracting issues. The successful candidate will report to the Projects Director in the Efficient Natural Resources sector. Key responsibilities Gain a quick overview of a required project dimensions and challenge level from key stakeholders at the respective operating locations and take ownership for shaping and delivering contract and procurement strategies for proposed third party procurement, taking into account existing contracts. Involve required Johnson Matthey technical, commercial, legal and HR stakeholders in the shaping and delivery of relevant key contracts and procurement processes for both 3CR and DSAR, as well as other projects as required . Provide commercial / contract support to projects in the portfolio that may be at later stages of development, as required. Manage stakeholders at site, sector and corporate levels to ensure effective communications and support from required staff, suppliers and executives. Supervise and coach other members of the procurement team for both 3CR and DSAR to ensure alignment around Group and Sector procurement best practices, standards and key project delivery milestones and timelines, as well as the mitigation of contract and procurement related risk for Johnson Matthey. Ensure project compliance with JM Group EHS Policy, Group procurement standards, site, local and national regulatory standards. Develop and maintain longer term positive relationships with Sector staff at all levels at the two locations. Pro-actively use the risk management process and tools to ensure that project risks are identified comprehensively and mitigated appropriately. Coordinate regular reporting from external and internal project team members to ensure consistency and the right management information to enable timely interventions when required. In order to be considered for the role, you must be able to demonstrate: Suitable similar level experience as a Contract or Procurement Manager / Engineer on major capital projects. Experience in a brownfield operating location, particularly with regard to understanding of brownfield project delivery risks associated with working alongside an operating plant. Ability to shape a project contracting strategy for complex engineering, procurement and construction phases of a capital project and communicate them effectively Experience in managing contracts and administering them effectively, especially with Engineering, Procurement and Construction (EPC) contractors and sub-contractors and vendors. Excellent problem solving skills and assessing technical risk. Knowledge of engineering standards and best practices. High level understanding of deliverables and interfaces between engineering, contracts and procurement, construction and commissioning. A successful track record of delivering contract value via technical teams, including contractors and suppliers Ability to operate creatively and effectively at the project initiation stage (where the scope is not fully defined) and steer the framing of supplier contracts taking scope uncertainties into account. Ability to gain the trust and co-operation of busy projects, finance and legal colleagues at various locations and extract key information to enable the rapid development of a cost effective and executable capital project scope. Strong self-sufficiency, personal initiative, and a problem-solving mentality combined with good interpersonal skills Sound understanding and experience of implementation of bodies of knowledge such as the APM, PMI, Prince2 or equivalents. Excellent written and verbal communication skills, planning and time management Ability to share information pro-actively and persuasively to a wide range of stakeholders Proficiency in use of standard Microsoft IT Suite. Strong health and safety awareness Desirable Experience and Knowledge Oil and gas, chemicals, steel, mining, nuclear, metals or pharmaceuticals. UK or EU legal frameworks as related to personal and process safety Membership of APM, PMI, Prince2, IACCM or equivalent .
