Michael Page Technology has partnered exclusively with the Planning Inspectorate in Bristol to help deliver a major Digital & Performance Analytics transformation programme. This marks an exciting and significant development in the way Digital services are provided and optimised. As part of this programme they are looking to hire a Lead Developer on a permanent basis. Client Details The Planning Inspectorate has a long and proud history in ensuring a fair planning system by acting as the main appellate body for planning decisions in England and Wales. The judgements and decisions made by planning inspectors have a significant impact on the economy, people's lives and the communities in which they live. We've embarked on an ambitious programme of business change supported by a complete refresh of the systems that support our core business services. We are re-designing and creating new services across all channels, supported by modern technology that's transforming the way in which we deliver services to both our internal and external users. The role of Lead Technical Architect is a business critical role and we are seeking a dynamic, motivated and inspirational individual to be part of our team during this exciting time. Description You will be leading and managing a team of Technical Architects ensuring that professional learning and development is promoted and supported through coaching, mentoring and investing in personal development to continually improve the capability and capacity of Digital professional skills across the organisation. You will develop meaningful delivery plans that are linked to the strategic direction of the Digital team. Reporting to the Head of Digital Services, you will be responsible for the technical and security products and solution designs produced by the Planning Inspectorate (PINS) and 3rd party suppliers. You will lead the definition of technical and solutions architectures and be responsible for the technology choices that are compliant?with the Digital?strategy, roadmap, principles,?systems and service levels (internally and between PINS and 3rd parties) You will be able to build relationships and work collaboratively with agile delivery teams and liaise and?communicate?with both technical and non-technical stakeholders?to ensure the successful translation of technical designs into business solutions that meet user needs You will lead the definition and prioritisation of non-functional requirements?and ensure that solutions?are assessed against them. In addition, you will provide options analysis and recommendations to support the selection of new technology components and solutions? and identify and document technical and security risks and issues .?You will be able to identify and implement appropriate mitigations to reduce risk.?? You will identify and document re-usable design patterns. Profile You will be digitally and technically literate, capable of effectively engaging with technical staff, suppliers and stakeholders to define the best solutions in line with PINS & Government strategy?. You have experience of designing and reviewing complex technical delivery projects. You also know how to liaise with external and internal teams to ensure timely provisioning and implementation of quality, scaleable and secure technical solutions. You will have knowledge of?on-premise,?IaaS,?PaaS?&?SaaS?solutions and when and how to implement them. You have experience of working with suppliers to contribute to and assure detailed technical architectures and designs using architecture?methods?tools such as?TOGAF,?Archimate?and UML. You are able to influence stakeholders to adopt solutions that best support the business need?and are able to effectively articulate the trade-offs between different solution options.
