Corporate Governance and Assurance Officer Band: 7 Location: East / North London , Nearest station is Old Street or Hoxton Type of role: Temporary Duration of role: This is a temporary role initially for 2 months and maybe longer Start Date: Thursday 19th / Friday 20th March 2020 Working day and hours: 37.5 hours per week - Monday to Friday Pay Rate: £23.00 to £28.00 umbrella per hour depending on skill and experience Role Description The post holder will work within the Governance and Assurance Team to provide the CCG with effective and efficient delivery of governance and assurance. This specialist role will support the CCG in meeting the governance and assurance challenges of the new Integrated Commissioning approach the CCG is developing in partnerships. It will similarly assist the CCG in assimilating any changes to its governance and assurance systems as result of NHS organisational development. Key Result Areas To provide advice and support on Governance and Assurance matters to: Committees of the CCG’s Governing Body; CCG management and colleagues through input to the Governance and Assurance team. Specifically: Identifying and setting own work-plan and working with the wider team to undertake, cover and collaborate on work as needed; Supporting other team members in the production of their work and quality assuring their output as appropriate; Support and maintenance of team level policies and processes and systems of work in support of and reflective of those of the wider organisation; Working across the team to ensure that all corporate and governance tools and documents are up to date and shared appropriately across the CCG, acting as a first point of contact with regards to the use of these by colleagues; Act as a central point of contact for the maintenance, communication and fielding of queries on the CCGs action and decision tracker; Working collaboratively with the Corporate Services team to ensure that a professional and responsive service is provided across the CCG. Corporate Governance Supporting the team to ensure that the CCG is fully compliant with all statutory requirements, principles of good governance and with its own Constitution; Keep the CCG’s Committee’s Terms of Reference up to date and in line with legislation, NHS England guidance, local needs and best practice; Work collaboratively across the CCG to ensure that core CCG policies relating to all areas of business across the CCG are up to date and in line with legislation, NHS England guidance, local needs and best practice; Monitor regional and local developments to: Support the efforts of the CCG in ensuring that the organisation operates within its Constitution, delegations and governance processes; Support the team and Integrated Commissioning and North East London colleagues to align our respective governance and assurance systems. Business Planning Support the development of and operate efficient and effective processes for managing the business of the CCG; Support, maintain and administer forward planning and business cycle processes across the CCG, its Governing Body and Committees; Work in partnership with Integrated Commissioning and North East London Commissioning Alliance colleagues to align collective forward planning and support complementary business management flows in the interest of whole system effectiveness; Support the development of tools and processes for team level forward planning and business cycle planning at a subsidiary level within the CCG. Assess and report on the potential implications for CCG governance arrangements; Support the CCGs strategy for managing any resulting impact on our governance arrangements. Services to CCG Committees It is the personal responsibility of the job holder to provide managerial and administrative support to CCG Committees including: Planning and booking of meetings; Ensuring members, attendees and presenters are invited to meetings; Planning and preparation of agendas; Collection and collation of papers; Production of minutes; Coordinating agreed follow-up actions. Essential Experience Strong knowledge of NHS corporate governance. Degree or equivalent level of work experience. Good understanding of Committee procedure. Good knowledge of Policy Management. Good understanding of risk and risk management within a relevant context. Good understanding and appreciation of the management of conflicts of interest in CCGs
