Overview

MRJ Associates is working on behalf of our client based in Swindon, who are currently recruiting for Commissioner Education within Local authority paying £450 per day. Job Purpose This role is a key feature of the One Swindon outcome for a growing economy/educational attainment. It is concerned with translating Council priorities for education provision quality and standards into defined and measurable outcomes and procuring services from internal and external providers who will deliver services that will help achieve the outcomes across the borough. Brings together a strategic overview of education including local authority maintained schools, academies, free schools, early years settings, childcare and childminders and commissions activity to ensure sufficient provision and the promotion of high standards of attainment. This includes educational standards and quality, educational place planning, school admissions and specialist educational provision. Strategic accountability for standards of attainment and quality of provision in local authority maintained schools. Strategic accountability for the statutory responsibility to ensure the local authority provides sufficient school places and childcare to meet demand. Strategic accountability for the effective co-ordination of admissions where it is provided and local authority compliance with the national code of admissions. Direct accountability for the local authority’s statutory duty in respect of children and young people who are permanently excluded and/or in alternative education provision. Innovative co-creation of ideas and options, beyond traditional boundaries Commission within the national and Council legislative requirements for the specific service responsibility. Duties Develop effective co-ordination with commissioning activities for strategic growth and regeneration and routes to employment to ensure there is a wide evidence base for education place planning. Develop a high level commissioning framework for education, working closely with locality teams in order to ensure Commissioning stays relevant to the local agenda and with Delivery to ensure intentions develop from an intelligent dialogue, and which sets out commissioners’ intentions in relation to sustainable outcomes. Recruit and manage a team of wide technical expertise in order to effectively commission education provision. Have prime accountability for staffing and other budgets of approximately £3.5m, shared responsibility for approximately a further £4.5m. Ensure the collection of quality data from local and service users is informing the commissioning intentions and achievement of outcomes. Develop an understanding of a mixed market of supply and builds a market knowledge base relevant to the purpose of the post. Establishe a range of appropriate contracting systems to enable delivery of high quality, value for money services Contribute to the development of tender documentation, competition arrangements and advertising in accordance with Council standards In partnership with the delivery team implements robust monitoring systems to ensure delivery of high quality services and achievement of outcomes for service users. Write reports and briefing notes on policy and contracting issues for the Commissioning management team and a range of management meetings, task forces, external and/or council meetings. In partnership with the delivery team reviews service performance against targets and ensures accurate and timely reports are provided to management and that information is provided to ensure governmental and other returns can be submitted. To work with providers to agree appropriate action where achievement of outcomes is at risk for either party. Be a key facilitator in resolving complex issues between providers and commissioners assuming the role of lead negotiator as required to achieve an acceptable outcome for both parties. Assessment of the financial and political impact of commissioning intentions, any changes thereafter to the commissioning activities and lead on providing a solution.
