Finance Manager Permanent Worcester £50,201 £57,084 per Annum About our client Our client a public sector organisation based in Worcester has an opening for an Finance Manager to join their organisation on a permanent basis. The purpose of this role is to provide professional, proactive and effective support to the organisation in order that they fulfil their statutory duties and responsibilities, attached to the post and to deputise for the CFO/Treasurer in their absence and to provide professional financial and business advice to support the delivery of the best possible services within the available resources. Commutable distances to Worcester, include, Kidderminster, Droitwich, Redditch, Bromsgrove, Pershore and the surrounding areas. Role Requirements • To contribute to the strategic managerial and planning decisions, providing impartial, accurate, specialist, professional financial advice to ensure that all decisions are made in an informed way with consideration to wider financial and strategic business implications. • Actively contribute to regular office and organisational meetings to explain complex financial information in a way that can be clearly understood • To provide professional financial and business advice and guidance to the maintenance of effective management of budgets, ensuring value for money is achieved and that spend against budgets is accurately recorded and reported. • To lead in the preparation of budgets and to provide specialist advise and contribute to strategic decision making processes. • To be the main point of contact for all funding and finance related issues for all organisational issues and to lead on the development of financial and governance arrangements for the proper management and audit of contracts, partnerships and commissioned services. • Support change programmes ensuring sufficient challenge and rigour is built into the process and ensuring the effective implementation of business plans; capturing and monitoring the business benefits and financial impacts. • Assist in the development of business cases that will secure and protect funding for the Forces and to act as a point of initial challenge to the upper tier of management as they bid for resources. • To lead in the preparation and audit of annual accounts and any group accounts. • To interpret Financial Regulations and Accounting Instructions and provide specialist advice and guidance in order to assist the strategic direction. • To report any unlawful or potentially unlawful expenditure as requirements by law and the Financial Code of Conduct. • To lead on risk management arrangements for the Organisation, providing advice and the risk management Successful Candidate • Proven experience of working in a similar role at the same levels • CCAB qualification (CIPFS preferred) • Demonstrable evidence of continuing professional development • The ability to demonstrate an understanding of the National and Local Financial and Legal Framework within which the Police and Crime Commissioners/Forces operate and a wider knowledge of accounting regulations and principles • An understanding pf business change principles including a working knowledge of how to effectively change and effectively realise benefits. • Demonstrable experience in a professional accounting environment ideally in a large organisation • Proven experience of working in a political environment subject to public scrutiny • Demonstrable experience in designing, implementing and improving new procedures, formulating and implementing financial strategies with senior offices/members or equivalent including problem solving. • Proven ability to build effective working relationships at all levels of the organisation • Ability to interpret and extrapolate financial data and present complex information in a clear, well-structured way that can easily be understood by non-financial users • Excellent communication and interpersonal skills, with good negotiation and influencing skills both externally and internally to secure best value, practical solutions robust systems and effective services • Ability to work effectively in a pressurised environment • Be a flexible self -starter, resilient, focus, proactive. • Organised and able to meet tight deadlines What's on offer? • Permanent Position • £50,201 £57,084 per Annum • Great Culture and working environment How To Apply: If you think you have the skills and experience we are looking for then please click to apply.
