JOB DETAILS Salary: £63,708 - £69,554 Contract: Permanent, full-time Location: County Hall, Chichester (flexible working options considered) West Sussex County Council is looking for a Category Lead in our Procurement team who will provide leadership across either our Place or People category portfolios and collaborate with Directorates / Services to champion a new best practice commercial approach to external spend in order to deliver value for money and transform the ways services are delivered. Preference to preferred category will be discussed at interview. The Category Lead will develop and implement a robust category strategy for either Place or People which optimises performance for the business in terms of cost, quality, delivery and responsiveness. You will lead the category team and be the primary interface with internal and external stakeholders, developing your category and procurement team and leading stakeholders in best practices. Across our Place category portfolio you will champion a new best practice commercial approach to external spend in order to deliver value for money and transform the way services are developed, sharing best practice, knowledge and advice for the procurement of Capital, Property, Waste and Highways contracts and services. You will manage a small team and be responsible for a category which currently spends between £180m to £200m across approximately 300 plus suppliers with significant spend in sub-categories of highways, construction and waste. Across our People category you will develop and implement a robust category strategy, sharing best practice and advice for the procurement of Social Care, Public Health and Education services across West Sussex County Council whilst taking into consideration the full supplier lifecycle. You will manage a small team and be responsible for a category which currently spends between £200m to £300m across approximately 800 plus suppliers and providers with significant spend in sub-categories of Adults and Children's Social Care, Public Health and Education. WHAT YOU NEED TO SUCCEED As Category Lead you will be able to demonstrate the relevant skills and experience for a senior role within procurement. You will be someone who provides strong, visible, and collective leadership for staff and partners across the Council, inspiring people and driving the delivery of the Council's strategic objectives. You will need to be able to demonstrate a history of procurement technical experience, both internal and external stakeholder management and evidence of your ability to influence, lead and manage change to achieve outcomes within a complex operating environment.
