Overview

MRJ Associates is working on behalf of our client based in South East London, who are currently recruiting for a Property Services Officer within Local authority paying £18 per hour. Job Purpose To be responsible to the Ordering Manager for the inspection of properties to specify repairs/improvements. In particular: To ensure that repairs are carried out speedily, efficiently and in accordance with specification requirements. To check the accuracy of invoices submitted by contractors in order to maximise the effective use budgets. Duties To undertake the cost effective and efficient processing of repairs and maintenance work to occupied properties, including the identification and issue of planned maintenance programmes. To ensure all work conforms to contract conditions and including on site supervision and inspection To supervise contractors on site as appropriate to include all Contract Administration. To check the quality of work undertaken by contractors conforms to defined standards and quality management systems, represents value for money and is within specified timescales. To conduct health and safety inspections to ensure compliance with current legislation and the Council's policies and procedures. To ensure on site safety related to major programmes of work and the safe management of toxic substances such as asbestos. To checks of invoices, liaise with contractors and determine adjustments to invoices. To carry out on site inspections, to make effective decisions resulting in the preparation of specifications and scope of works and liaise with residents and their representatives, commercial bodies, and others as necessary, to arrange access and advise on progress. To produce method statements and risk assessments, relating to on site inspections and resultant works. To undertake data collection as a part of stock condition surveys and the development of an asset management register in order to maintain and update property records, and undertake specialist training as required. To advise tenants and leaseholders on alterations and improvements, approving proposals, setting conditions and taking account of landlord's obligations and advising on Section 151 implications for leaseholders. To inspect properties to determine and apportion liability for repairs and decorations between the Council and the occupier and to advise occupiers of their liabilities. To develop specialist expertise, for example party wall awards, to assist with the determination of legal responsibilities and liabilities. To attend court on behalf of the Council on property matters, and act as an expert witness when necessary.
