Site Nuclear Compliance Officer Bridgwater Job Purpose / Overview The Site Nuclear Compliance Officer reports to the Site Nuclear Compliance Manager to ensure that arrangements are in place to monitor that activities taking place at the Hinkley Point C (HPC) site are being undertaken in compliance with the requirements of the Nuclear Site Licence (NSL), planning obligations, and lease restrictions and obligations. Operating Environment ·The Site Nuclear Compliance Team works closely with other teams on the HPC construction site, internal assurance and regulators. · The Site Nuclear Compliance Team develops and implements arrangements to monitor that activities on the HPC site are being undertaken in compliance with the Nuclear Site Licence (NSL), planning obligations and lease restrictions and obligations. The team also provides advice across the site in relation to regulatory obligations and expectations. · The majority of the working week will be spent on site at Hinkley Point C in Somerset. There will be some need to travel to other locations such as Bristol. · There will be a requirement to work alongside contractors to ensure the compliance monitoring arrangements are developed such that they are appropriate and proportionate, and that areas for improvement identified from the compliance monitoring are completed by the contractors in a timely manner. Principal Accountabilities · Provision of written and verbal advice on compliance with the NSL, planning obligations and lease restrictions and obligations for HPC to the rest of the HPC Construction Team and delivery partners. · Maintaining the procedures related to planning obligations and leases. · Review and comment on contractors’ schedules and management plans on behalf of the Site Nuclear Compliance team against the NSL, planning permission and lease obligations, to ensure continued compliance with our obligations. · Undertake inspections of site activities to assess compliance position · Ensure that responsible managers have clear definition of their compliance arrangements · Facilitate the self-assessment by responsible managers of site activities to ensure that compliance against the NSL, planning permission and lease obligations is addressed. · Engage in a programme of education, coaching and mentoring to ensure that NNB staff, contract partners and adjacent facilities understand their obligations to comply with the NSL, planning and lease obligations, as well as the supporting compliance arrangements put in place. · Author compliance arrangements · Deliver compliance monitoring on HPC main site against these arrangements with the NSL, planning permission and lease obligations, including production of a monthly compliance dashboard · Engage in effective communication between all relevant internal and external Stakeholders, including delivery partners, in ensuring that Profile Knowledge, Skills, Qualifications & Experience . Typically qualified in a Science or Engineering discipline · Typically, has held a position with experience of dealing with multiple stakeholders · Previous experience of working on a large construction project preferably within the Nuclear Industry would be an advantage ·Experience of working with and developing good relationships with external stakeholders such as regulators, the planning authorities and contract partners · Ability to work independently and be proactive · Excellent communication/interpersonal skills at all levels Technical Competencies · Demonstrable awareness of integrated management systems and the different policies, procedures, standards and documents applicable to the function and the role within Technical and Engineering functions. · Ability to identify opportunities for improvements to procedures, processes and/or systems. · Under broad supervision, plans effective implementation; identifying, tracking and managing the appropriate route to achieve critical tasks and deliverable. · Good understanding of a number of core procedures / stages relevant to individual work area within the Technical and Engineering fields · Ability to resolve straightforward issues of low complexity/risk in own technical discipline/area. · Participates in knowledge sharing across the business · Produces technical documents of good quality · Performs basic analysis of data within own area of expertise, highlighting and summarising issues arising.
