Overview: Westminster City Council are embarking on a major transformation of the procurement and commercial management function. Over twenty-five requirements have been identified and an exciting large-scale recruitment campaign has been launched involving specialist recruitment teams from Insight Executive Group and Allen Lane . The role advertised below will be integral to the transformation and will play a vital part in re-envisioning Westminster as a City for All. Insight Executive Group and Allen Lane are working in partnership to recruit an experienced Director with demonstrable experience of leading large procurement teams and building successful partnership initiatives. About the role: Leading a team of 40 commercial professionals, you’ll take oversight of £700m of external spend and to help turn Westminster City Council’s ambitions into reality. You’ll lead and inspire your team, but you won’t be inward facing; we are a Council that believes in the power of partnerships - that we can achieve more together by working collaboratively internally while forming strong relationships externally. Specifically, you will: Lead and inspire a team of around 40 commercial, procurement and contract management professionals to achieve the council’s ambitions for its residents, businesses, visitors and communities Lead the strategy for commercial and procurement activity - with the ability to "tell the story" in a simple, clear and compelling manner to senior stakeholders Take responsibility for the council’s £700m spend with third party suppliers Build a wide range of strategic partnerships with relevant organisations and cultivate these relationships to help deliver our shared priorities Develop innovative commercial solutions to achieving the council’s priorities: a cleaner, greener and technologically advanced city with vibrant and thriving communities Manage all aspects of commercial risk for the authority, working with business areas to ensure the council’s objectives are delivered and its interest are protected About you: You’ll be joining us as from an existing Director level role in a large, complex organisation, and you won’t be phased by leading multiple programmes of work, from sector-leading regeneration projects to being at the forefront of delivering new technology solutions. You may have held similar roles the public, private or voluntary sectors - local government experience is not essential, what is vital is that you have led successful partnership initiatives and gained the trust and confidence of stakeholders. Strong commercial acumen is a must, and you might not come from a traditional procurement background. This role is about much more than managing a process - we’re leading the way on many aspects of social value, the living wage and ethical supply chains. And we want to go further, working with our partners in all sectors to tackle the climate emergency, reduce inequality and promote diversity and inclusion.
