The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families. Responsibilities Provides academic and force development advisement to military/civilian personnel and dependents pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Serves as technical expert on a variety of educational programs. Performs a variety of outreach and customer services duties. Performs a variety of duties involving reports, testing, and special projects. Click here to view Qualification Standards BASIC REQUIREMENT: Applicants must have a degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of areas as described below. At least one course must have been from areas (1) or (2): 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources (must submit a copy of your official transcripts at time of application). AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes applying education theories, principles, and techniques to gather educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities; using various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs; preparing publicity and other presentations and/or briefings supporting a diverse audience. OR EDUCATION: Applicants must have successfully completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (must submit a copy of your transcripts at time of application). OR COMBINATION: Applicants must have a combination of qualifying specialized experience and education that when combined total at least 100 percent (must provide copy of transcripts at time of application). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
