Job Description
Overview We are seeking an Operations Standards Manager (OSM) to oversee the development and delivery of assessments and training to GBRf Groundstaff and Train Manager. The purpose is to eliminate risk and ensure we meet customer and industry standards. Responsibilities * Role model the suite of OSM standards in all work activity providing expert advice and guidance to operations, contract managers and the wider business (where relevant). * Work and Liaise with external regulatory bodies and agencies such as Network Rail, RSSB and ORR to share best practice and ensure GBRf are maintaining up to date information and prepared for any changes in legislation. Legislative and regulatory lead and industry liaison. * Deliver training courses and development reviews with the Operations Manager. * Train new staff from other organisations on specific operational requirements i.e. Hitachi, Eurostar and Siemans * Introduce innovative training * Develop Train Needs Analysis and procedures to meet emerging business needs * Partake in the on-boarding process for new entrants (process owned by HR) by providing rules training and assessments to all new hires recruited to Train Driving, Operational Management and Groundstaff positions. * Maintain Competence of safety critical operational staff in PTS, rules and regulations pertaining to their grade. Correct paperwork is in place on their competence file. * Develop training methods and standards * Ensure route and traction knowledge is maintained for the staff in the regions they are responsible for. * Ensure that support plans for staff are suitable and sufficient. * Rules - Review and update Rules on a 3 yearly cycle * Maintain Train Driver or Groundstaff competence in order to asses and train workforce and carry out operational tasks. * Download and analyse multiple train data recorder systems. * Provide and document clear and constructive feedback on staff members performance. * Complete Level 1 and Level 2 incident investigation reports. * Interview with an unbiased and confidential approach to gather the correct facts and information relating to the incident and make fair and consistent recommendations. Qualifications Essential qualifications & Experience * PTS * Train Driver or Groundstaff experience (dependent on competence of staff you will be responsible for assessing). * 7331 Training/ Instructor Qualification (Andy to check with Pete B). * Freight Industry Experience * Clean safety record * Accident and incident investigation experience * Clear , thorough and Accurate Report Writing * Technical trainer and coaching experience * Coaching skills Desirable * ILM or equivalent Management training * Train Operations Liaison Officer (TOLO) * Fire and first aid * IOSH safety * Formal assessor and verifier qualification such as A1/L12, V1 or D132/33 * 301/302 Coaching and internal Verification (IV) or equivalent.
