Job Description
Your new role As a Technical Partner, you will join a team to drive improvements in the effectiveness and efficiency of technical assurance on the projects you support. You will act as a single focal point for Safety, Engineering and Standards (SES) specialists and project delivery teams, managing the effective application of specialist support. By bridging the gap between delivery and policy parts of the business, you will ensure the right things are done at the right time and consequently will play a key role in meeting Highways England's challenges of the years ahead. You will provide early challenge to delivery teams, influencing the direction of thinking based on SES policies or priorities. This role supports projects within the Regional Investment Programme (RIP) in Major Projects, and programmes of renewal in Operations. In supporting the programmes, you will be required to travel between office locations, but be based primarily in Leeds or Manchester. What you'll be leading on * Be responsible for coordinating the delivery of services from technical specialists to delivery teams, facilitating decision-making and ensuring that appropriate high quality solutions are derived * Building and maintaining a strong, proactive relationship with delivery teams and building their needs into SES activities, acting as a single point of contact * Owning relationships with key SES teams, in addressing cross project issues and opportunities and acting as the escalation point for the relevant business areas * Understanding how the forward programme of capital projects translates into requirements for technical assurance to enable effective planning of resources and helping to ensure sufficient resource is available * Act as an agent of change to embed new ways of working, championing the SES operating model, and sharing good practice * Act as a role model for health, safety and wellbeing matters; reporting unsafe conditions and near miss incidents To be successful * Technical background, with broad understanding of technical inputs, requirements and processes for various disciplines on highways projects. The Technical Partner is not expected to take technical or commercial decisions themselves or provide detailed technical input * A degree in a relevant subject and membership of a relevant professional institution * Experience of technical approval processes on major schemes * Experience in matrix management of large teams and stakeholders, including strong planning and coordination skills * Experience of working with and influencing senior managers, and third party organisations * A knowledge and understanding of the application of the Design Manual for Roads and Bridges (DMRB) A bit about us Safety, Engineering and Standards (SES) is an exciting place to work.
