Grade: Band C Lower Salary: 20,619 to 25,380 Closing Date: 23rd June 2020 About the role: We are looking for a highly motivated individual to take up the post of Operations Assistant You will be part of a small team working alongside Highways Agency employees. We are looking for candidates who are resilient under pressure, pro - active and who have excellent communication skills. The post holder will manage ANPR and deploy resources effectively to meet operational demands. Ideally, applicants should be skilled in or successfully complete the below training to enable them to carry out the following essential functions: * View and update the Police National Computer (PNC) * Use the Command and Control System (OASIS) * Use Automatic Number Plate Recognition technology (ANPR) * Use of two way communication system * Good keyboard skills Key Responsibilities * Create, update, disseminate and close appropriately, incident logs using the command and control system ensuring the inclusion of relevant information and intelligence, dispatching and monitoring of all resources and identifying and managing any identified risk. * Receive police related telephone calls and messages from both members of the public and police employees and identify the most appropriate action at the first point of contact and have the ability to deal with callers who are distressed, angry, upset or aggressive in an effective professional manner using influencing and verbal communication skills. * To be able to receive 999/emergency calls from neighbouring forces and other emergency services. * To be able to liaise direct with neighbouring forces for cross border incidents via the Airwave system via local talk groups and force Hailing channels, inclusive of being able to 'patch' radio channels to take over a pursuit onto CMPG area. * To be able to contact NPAS for deployment of the nearest Helicopter for any CMPG led incidents. * To be able to transcribe and accurately record information written and electronically and in a timely manner. * Able to prioritise and multi-task under pressure and demonstrate strong decision making skills and the ability to work under pressure and stay calm whilst dealing with multiple incidents. * To operate, update and maintain computer systems eg Control Works, PNC, BOF etc and undertake the analysis/searching of computer and manual files in response to authorised enquires. * Operate a service desk function on a separate TG, to be able to complete PNC checks, arrange cell space, vehicle recoveries etc. * Operate ANPR technology on a local and national level including interrogation of the system for convoy analysis and efficiently deploy operational resources to intercept and deal with potential offenders. Take the regional lead on ANPR and inform neighbouring forces of any high priority ANPR activations. * Proactive engagement with the public, external partners, internal departments and other emergency services as required. * Make clear timely decisions ensuring all calls for service are assessed, graded and dealt with in line with the National Decision Model (NDM), THRIVE+ and force policy to a level which enables the safe and effective allocation of appropriate resources. * Managing any Motorway Pursuits from the initial phase through to the tactical phase. * Provide assistance to the RTI role by providing intelligence to the patrols using the relevant systems. Including PNC/VODS, the DVLA portal as well as the Citrix portal for access to the neighbouring forces incidents and ANPR. * Offer appropriate support and guidance to Highways England operators in their traffic manager role. * Use all available technology within the Regional Operations Centre environment. This will include the operation, understanding and interrogation of all IT systems relevant to the role. * Maintain an up to date understanding and access of all operating systems, protocols, policies and procedures relevant to the role. * Deal with and ensure that the appropriate manager is informed and updated regarding an issues pertaining to threat, harm, risk and vulnerability which are likely to impact on or affect service delivery and performance. * Assist and support the Duty Inspector with the co-ordination of major incidents. * Gather and record intelligence with the purpose of preventing, reducing and detecting crime. * Take personal responsibility for daily self-briefing on all appropriate intelligence systems including CORVUS and partake in scheduled briefings. * To be able to work as part of team and the ability to work independently. * Carry out such other duties which are consistent with the nature, responsibilities and grading of the post. Additional Duties * Computer literate and accurate keyboard skills, minimum of 25 wpm. * Accurate verbal and written language skills. * To maintain communication links with operational patrols at all times, ensuring radio discipline is enforced. * To make telephone arrangements for the services of spe
