Role and Responsibilities Key Responsibilities: Compliance Assurance (approx. 75%) * Functional reporting to the Compliance Monitoring Manager (CMM) post-holder on all aviation regulatory governance issues. * Perform the day-to-day CM/QA functions within the Area, including: * In coordination and the approval of the CMM, development and maintenance of the annual Compliance Monitoring Program (CMP) to include the scheduling of audits / inspections / Management Evaluations; * Conducting planned audits and inspections on operations, facilities, equipment, documents & records to ensure compliance with applicable Civil Aviation Authorities, customer, and/or CAE CMS requirements; * Establishing, performing follow-up, and ensuring effective closure of corrective and/or preventive actions; * Ensuring an adequate number of local trained Internal Auditors and managing this team (if required to ensure compliance); * Scheduling Area local Management Evaluation Meetings to review the performance of the CMS with the local management team, and follow-up on action items raised during the meetings. * Report to CMM on the status of the local CMS (including audits, inspections and internal training) as directed. * Participate in the bi-weekly and quarterly regional CMS team conference call or meetings to give updates on his/her own training centre, and provide/get feedback to/from the team on best practices, issues, initiatives etc for increasing the effectiveness and efficiency of the CAE network. * Ensure that all training centre employees are current with required initial / refresher CMS Training; * Lead external audits conducted by Competent Authorities (CAs), OEMs, & customers, and: * Assist in the implementation of corrective actions and responses to Cas and customer to all issues that arise from external inspections, audits & FSTD qualifications (as applicable); * Ensure, in coordination with CMM and in liaison with the Head of Training that: * All Training Course Curricula are up-to-date and have current approvals by the required CAs; * The ATO is in continuos compliance with EASA Regulations and any other pertinent regulation. * Ensure, in coordination with CMM and in liaison with the Technical Manager, that all Flight Simulation Training Devices (FSTDs) have current approvals by the relevant CAs; * Represent Regulatory Post Holder for Compliance Monitoring and hosting external audit events by regulators and customers. * Responsible for the development and maintenance of locally deployed Procedures/WIs and systems of work in support of the approved regulatory manuals. * Represent local QA/CM Department and the training Centre in which located, in the Management System regular Review Meetings * Ensure that all employees are adequately equipped with QA/CM Training as appropriate. * Support and assist local teams by developing QA/CM Training and awareness packages in response to an evolving regulatory framework and changing business needs and ensure roll-out of these training initiatives in accordance with regulatory and CAE needs. * Ensure satisfactory levels of document & record control within the Area; * Act as the H&S point of contact in the Area * Other duties: * Carrying out the duties and responsibilities as promulgated in the organisation's relevant manuals and any other duties as may be reasonably be expected to be performed which involves assistance with the oversight of the organisation's other regulatory approvals. * Ensure satisfactory levels of document & record control within the Approved Training Organisation. * In conjunction with the Post Holder for Safety Management, promote and ensure the organisation's Safety Management System remains effective in the Approved Training Organisation activities and support the role by making risk assessments and following up. * Assessment of feedback from any recognised bodies and implementation of recommendations as appropriate. * Assessment for Change Management activities in the regulatory framework (changes to EASA Governance and regulatory changes) in which CAE activities are governed. Quality Assurance (approx. 25%) * Work on Regional and/or local process improvement, Quality and compliance projects; * Facilitate the training of local staff, e.g. Coruson, Gemini, and other global tools/process implementations; * Facilitate the collection of training centres metrics for the Area and report to the Area Leader; * Develop local policies, procedures and processes, as relevant, to ensure a comprehensive level of CMS and QA documentation; * Act as the point-of-contact for the Area/training centres on process management issues; * Work with the Area Leader and CMM on leveraging best practices and information sharing with other CAE training centres; * Act as the local CMS point of contact: * Communicating any global / regional / local business process changes to Area or training centre personnel. * Other duties may be assigned as necessary.
