Job Description
Your new role Highways England is investing 27bn from 2020 - 2025 across the strategic road network. As a Regional/ Senior Sponsor in the Major Projects Regional Investment Programme you will play a lead role in supporting delivery of some of the largest infrastructure projects across the North of England. Whether initiating and overseeing the delivery of a portfolio of projects or one of our more significant projects, you will ensure alignment with our strategic priorities and be accountable for the benefits and business cases. You will manage and oversee internal and external governance and assurance processes to support delivery of the required outcomes. What you'll be doing Monitoring and governing to ensure that solutions are developed and delivered to meet the objectives and outcomes of the Roads Investment Strategy. Ensuring projects are delivered in accordance with governance requirements. Being accountable for the Project Brief, Client Scheme Requirements, the Project and Portfolio benefits and business case. Ensuring the necessary investment for the project business case. Ensuring a commercially viable options appraisal is delivered which considers a full understanding of value for money, requirements, risks and interdependencies of asset failure throughout the local and strategic network. Acting as an escalation point for risks, issues and changes, providing clear direction to the project management team throughout the project lifecycle. Accountable for project change control. Deputising for Regional/ Pipeline Delivery Directors and Development & Sponsorship Director at key internal governance meetings, as well as for independent assurance and external stakeholder meetings as required. Managing the key regional/portfolio or project interface between Sponsorship and Delivery in the Region, including wider Directorates across Highways England and with the Department for Transport and Treasury. This includes managing stakeholders such as MPs, government departments, government committees as well as recognised transport bodies. Challenging and supporting programme teams in each of the regional/ portfolio businesses to develop a deliverable operational concept for each project and for ensuring that customer and stakeholder needs are embodied in the delivery approach Developing a project organisation structure and building the right team, ensuring provision of necessary resources and skills, role clarity and clear lines of accountability. This includes matrix management across support services. To be successful A professional accreditation / membership of a relevant body, such as Association for Project Management (APM); Institute of Value Management, or appropriate professional body for their specialist field or willingness and commitment to attain. Proven success in leading Benefits Management and business cases for the successful delivery of major infrastructure projects, and managing diverse teams, in a complex customer facing organisation, using a recognised Programme and Project framework. Senior leader and decision maker, with credibility to work across corporate and functional boundaries within a political environment. Evidence of the successful engagement with internal and external clients and stakeholders, and development of collaborative relationships with delivery partners. Ability to drive best practice forward to effective implementation, dealing constructively with setbacks. Want to know more?
