About HM Treasury The Treasury is the United Kingdom's economics and finance ministry. It is responsible for formulating and implementing the government's financial and economic policy. Its aim is to raise the rate of sustainable growth, achieve rising prosperity and a better quality of life with economic and employment opportunities for all. About the Group The Economics group is responsible for providing economic surveillance, delivering the evidence base to underpin macroeconomic and microeconomic policy and promoting professionalism for economics and social research in government. About the Team The Analytical Projects Unit sits within the Economics Group and provides analytical expertise and support to some of the most critical projects across HMT. The team is deployed on projects covering a diverse set of public policy issues - both influencing HMT's macroeconomic policy agenda within Economics Group and building the evidence base for policy making across all areas of HMT responsibility. This role is an exciting opportunity to apply a range of analytical tools and techniques and influence government policy. Previous projects have included: - Developing a model to analyse outcomes under UK migration policy; - Providing evidence to support UK-EU customs negotiations on the Northern Ireland Protocol; - Building the evidence base on the impacts of achieving net zero carbon emissions target; - Producing analysis to support the government's fiscal and economic response to Covid-19. The Unit is led by a Range E2 (Grade 6) with 2 Range Es (Grade 7) and 3 Range Ds (HEO/SEO), with oversight from the Director of Economics. Project allocations are made by the Head of Analytical Projects, working closely with the Head of Strategy, Planning and Budget Group's Strategic Policy Team. This ensures the Unit is directly influencing HMT and Ministerial priorities while also ensuring team members are placed on projects which appropriately balance their experience, skills, and development needs. Key accountabilities This role will suit candidates with excellent analytical skills who are looking for a varied and stretching portfolio of responsibilities and enjoy working collaboratively with a range of stakeholders. The post holder will need to be able to get up to speed on new issues quickly, deliver high quality analysis and build their own, and the team's capability. Successful candidates will have a permanent Economics Group line manager who will focus on your development and pastoral care. During projects you will be matrix-managed in your day-to-day work by a project manager from within your project team. We have well-developed systems for ensuring excellent matrix management, including in a virtual environment, and ensuring high-quality performance feedback to everyone working on projects. Key accountabilities: 1. Deploying the best analytical techniques to improve HMT's understanding of an issue and underpin advice to ministers, ensuring that the results of that analysis are well communicated, including to non-experts, and have an impact in policy thinking. 2. Leading and delivering analytical or economic projects, sometimes across multiple workstreams, providing a strong analytical challenge function to help build an analytical evidence base that successfully influences and supports the development of high-quality policy solutions. 3. Effectively communicate the conclusions of the project to Senior Officials, Ministers, and other partners, influencing the strategic direction of HMT policy. 4. Representing the Analytical Projects Unit across the department, helping establish it as part of the HMT architecture to help ensure the Unit can effectively operate, and influence HMT policy. 5.
