Job Description

Overview The Head of Assurance is responsible for the oversight, planning and execution of the single largest commercial activity of the organisation. They will be the organisation lead for an expanding remit of supplier assurance services and the role requires authority and capability not just in running schemes, but the legal and regulatory frameworks around them. They will be the RSSB ambassador with external stakeholder groups and must be aware of technical, legal and commercial ramifications of their decisions. The will co-ordinate and lead activity across the function and take necessary action to achieve business goals. Responsibilities * Lead the supplier assurance function, which is a substantial part of the RSSB business plan and is a main support of one of four corporate objectives. * Create, develop and manage a fit for purpose supplier assurance team which drives commercial activity across RSSB, supporting its members and wider industry, determining resourcing levels and ensuring that those in the roles are properly trained and motivated. * Be RSSB's final arbiter in resolution of disputes and issues with the schemes. * Creation and implementation of the RSSB supplier assurance strategy. * Managing and overseeing the development and imbedding of processes to ensure the robustness of schemes from a legal, technical and compliance standpoint. * Develop, implement and measure strategies, using research and customer insight to modify and adjust where appropriate. * Lead RSSB's engagement with Network Rail and other key customers to ensure our supplier assurance output meets their needs. * Lead new business development activity with new schemes to ensure their commercial success. * Set, review and be accountable to meet commercial income targets, annually and across a 5-year Control Period. * Accountable for all cost controls, contract management (penalties and incentives) and astute financial management to hit Net Margin. * Deliver a robust governance plan for supplier assurance, ensuring that they are quality driven and comply with relevant legislation and best practice within the sector. * Own relationships with key suppliers, stakeholders and customers at senior levels. * Work closely with marketing and engagement teams; ensuring that the supplier assurance needs are clearly articulated and support them in delivery of their goals. * Guide the day to day activities of the supplier assurance team. * Undertake continuous analysis of competitive environment and customer trends, with a view to ensure our schemes remain competitive. Develop new schemes where market conditions and internal capabilities allow. Qualifications * A track record of success in developing, managing and delivering 2nd and 3rd party assurance, certification and/or accreditation schemes. * Knowledge and deep understanding of the legal and regulatory frameworks around assurance schemes including, but not exclusively, ISO 9001, 9001, 17000, 17021, 17024, 17025, 17050-1, 17050-2. * Familiarity with the rail industry (desirable) * Previous experience of creating and/ or building supplier assurance / schemes delivery teams * A strategic thinker who can navigate between the bigger picture and detail and who can add value not only in their department but across the wider directorate and business. * Extensive experience of managing a team and providing leadership to ensure excellent levels of service to internal, and external, customers. * Experience of leading and managing change at a team and organisation level. * Experience in managing a diverse portfolio across multiple stakeholder types. * Politically astute with the confidence and credibility to influence at the highest level internally and externally and with experience of developing networks within the political and media landscapes * Ability to present concepts in new ways and from new perspectives * An ability to communicate clearly, articulately and constructively with a wide range of personalities * Demonstrate alignment to RSSB's values and vision for 'a Better, Safer Railway' * Experience and commitment of working in harmony with RSSB's strategic objectives: Customer Excellence; Business Development; Financial Sustainability' and Agile and Efficient excellence.
