The Regional Safety and Security Director (RSSD) for RAI and HQ Europe directs the development, implementation and monitoring of an effective strategy to identify, analyze and mitigate safety and security risks, enable humanitarian access, maintain continuity of operations and programs, manage incidents and provide for the safety and security of all IRC employees and assets. The RSSD acts as a Safety and Security subject matter expert to the regional and country program leadership and provides input, including comprehensive gender inclusive security risk analysis and recommendations related to strategic, operational, programmatic, partnership, and cross-cutting risks. The RSSD also serves as the subject matter expert on humanitarian access and community engagement strategies in the region. The RSSD ensures adequate protocols and mechanisms are in place to address offices and country programs' unique risks and challenges. S/he provides direction and technical support in developing and maintaining office and country programs' security management in line with IRC' Safety and Security policy, framework, processes and protocols. Reporting to the CSSO and RAI' DBO and the Senior Vice-President Europe, the RSSD is a permanent member of the global safety and security team andRAI's Senior Management Team (SMT). Key working relationships include: HQ office and RAI country program Security Focal Points-SFP, HQ Office and RAI Country Program Heads of Office, RAI Regional Director and Deputy Regional Director, RAI Senior Risk Management and Training Advisor for the US, Regional Gender Advisor, Regional HR Director/s, RAI Vice President and Senior Vice President Europe. Under the guidance of the CSSO, RAI BDO and SVP Europe, the RSSD has a substantial level of autonomy in execution of responsibilities. S/he will work with IRC office and country teams across Europe to ensure that organizational security policies and procedures are responsive to the context, adequate to the security environment, and known to staff; and that security plans and measures are developed and maintained current and appropriate to changing security environments. The RSSD will maintain contextual knowledge of all countries in the region, including awareness of early warning indicators affecting safety and security, and will travel regularly to all countries in the region, including on very short notice when necessary. The RSSD will mentor and build IRC staff counterpart capacities to operate more effectively and contribute actively to enable durable programming and to reducing IRC's operational vulnerabilities. Responsibilities Security Risk Management + Develop, implement and maintain security management plans for all sixheadquarter offices located in Europe. Plans should be based upon annual risk assessments and should include crisis response orientation for senior management. + Contribute to the development and oversight of business continuity plans for all six Europe headquarter offices. + Develop understanding among Europe based HQ, technical and RAI program staff on IRC risk management according to industry best practice (ISO 31000). + Develop, implement and maintain security management plans for all sixheadquarter offices located in Europe. Plans should be based upon annual risk assessments and should include crisis response orientation for senior management. + Lead departmental security risk identification and mitigation measures that align with organizational and regional risk-management standards and requirements. + Assist field leaders in developing and maintaining IRC Humanitarian security risk management across the region ensuring security risks are identified, mitigated and managed. + Provide input, including periodical comprehensive security risk analyses and recommendations, to IRC Europe organizational and regional leadership + Inform primary and secondary supervisors as well as Sr. VP Europe, RAI VP, RAI Regional Director, as well as HQ Office and/or RAI Heads of Office of any areas of concern, non-adherence to IRC policy and procedures + Ensure safety and security risk management processes and best practices are inclusive of gender and LGBTQ+ specific risks and gender equality and diversity is embedded into such processes + Ensure that RAI Europe partners receive security management support benefiting from internal systems and best practices relevant to their operations and operating contexts + Prepare the Regional Daily Security Report Humanitarian Access Management + Support the establishment of principled and secure humanitarian access to enable durable programming across RAI country programs or projects + Assist in the continued development of h
