Job Description

Scope of the role  The post holder is responsible for the Facilities Department of the Trust ensuring that these functions are carried out safely, efficiently and cost effectively to provide a high quality service for patients and staff.  Ensure, through sound fiscal management, that services are delivered within tight budgetary control for both internal and external contracts and the requirements of the Trust in line with Government initiatives, Trust objectives and financial efficiency targets.  Be responsible for the development of the business plan for Facilities services  To be responsible for ensuring that the Trusts environment is safe for patients & staff  Provide expert advice on a range of Facilities Services issues  Develop and maintain close working relationships with the operational clinical teams.  Deliver a compliant and value for money services for all areas within your control.  Work closely with the redevelopment and projects team to provide Facilities advice during the design, development and implementation of projects.  Service development for all facilities services (catering, linen, cleaning, portering, post, accommodation ). Responsible for ensuring the clinical policies and requirements are met by the facilities service Main duties and responsibilities Operational 1.1 Ensure the comprehensive provision of high quality and accessible services to agreed specifications and across the whole Trust as appropriate. As listed below but not exclusive: - Portering - Transport (NEPTS) - HSDU - Security - Domestic Services - Linen/ Laundry - Waste Disposal - Supplies and Material Management - Accommodation services - Decontamination services 1.2 Formulate an integrated Annual Service Plan, with clear strategic and business objectives, that are consistent with the Trust's objectives, that reflect best practice and is affordable. 1.3 Ensure rigorous service performance monitoring, management and review arrangements are in place and that all remedial actions are identified and undertaken where necessary. 1.4 Maintain effective financial management and forecasting systems ensuring that optimum budgetary performance is achieved and that Standing Orders and Standing Financial Instructions are followed consistently. Use of CAD and Concept software 1.5 Develop Policies & long term strategies for the Facilities Services including service development. 1.6 Collect, review, interpret and act on relevant data for performance management, service quality and central reporting services. 1.7 Ensure that 24 hours/ 7 day management and on-call arrangements are in place for all services and that there is a contingency plan, e.g. major incident or internal emergency. 1.8 Work alongside the Redevelopment team to ensure operational compliance with facilities standards and provide professional advice as required for both decant and commissioning. 1.9 Senior Management team, contractors etc; dealing with highly complex communication demands; regular requirement for report presentation to board, specialist information to individuals without detailed knowledge and understanding; specialist negotiation skills 1.10 Regular visit to the main site which would include physical audits of the condition of the building 1.11 To work closely with the Head of Estates and provide management support when required.
