Job Description

The Country HR Officer (CHRO) is a leadership and governance role bringing together the HR delivery channels for the country franchise. The CHRO provides oversight of the HR service delivery and ensures compliance with country specific regulations and laws. Provides value-added perspectives and advice to the franchise leaders and managers. Excellent communication and diplomacy skills are required. The CHRO is accountable for the delivery of HR services through the HRPS organisation and therefore requires excellent stakeholder management and coordination skills. Expertise is also required in the risk & control frameworks, regulatory reporting, employee life-cycle activities such as performance management, compensation, hiring, disciplinaries and grievances and terminations. This is a hybrid role: 50% of the role activities are Jersey CHRO and 50% are Project Analyst across the UK and Europe Cluster of countries. **Responsibilities:** + Develops and implements the human resource strategy that aligns with the business priorities for Jersey. + Ensures all activities and programs related to human resources are implemented in accordance with sound franchise management. These may include: recruitment; training; compensation/remuneration; benefits; performance evaluation; organizational development; relocation; equal employment/affirmative action; health, safety and wellness; human resources administration; human resource information systems; payroll; employee communications; employment/industrial/labour relations. + Partners with specialist HR teams to implement effective people management strategies and ensuring that firm policies and procedures are adhered to. + Resolves day to day complex problems or transactions, where expertise is required to interpret against policies, guidelines or processes. + Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards. + Provide project management expertise across the UK & Europe cluster to ensure timely delivery of reporting, analysis and insights, issue and action logs, project plans, stakeholder communications. **Qualifications:** + Substantial HR or other relevant experience **Education:** + Bachelors/University degree or equivalent experience _Exceptional candidates who do not meet these criteria may be considered for the role provided they have the necessary skills and experience._ This job description provides a high-level review of the types of work performed.
