Institute for War and Peace Reporting The Institute for War & Peace Reporting (IWPR) is an independent not-for profit organisation that works with media and civil society to promote positive change in conflict zones, closed societies, and countries in transition around the world. We are seeking a Project Manager for a fixed term until September 2021 to manage and ensure the successful implementation of a number of communications and information-based pre-agreed sub-awards and project activities being made by IWPR under a cooperative agreement with the US Government; The successful candidate will have extensive USG implementation experience; a track record in ensuring USG compliance and oversee all aspects of the subaward, from budgeting to reporting and designing effective monitoring and evaluation mechanisms. Location: London or Washington DC Start Date: ASAP In this role you will: 1. Oversee all aspects of making effective and compliant sub-awards; 2. Work with sub awardees to execute project plans, identify benchmarks for progress, keep an up-to-date record of project delivery and ensure project objectives are achieved within deadlines and budgets. 3. Apply monitoring and evaluation best practices to measure and report on the progress achieved by IWPR and its partners. 4. Monitor program financial management and budget control. Track subaward and project budget burn rates, reports and work closely with the Project Director to tackle project's under/over spends, and oversees activities budgeting. 5. Complete all reports and documentation required by the project, working with the Finance Manager to ensure that all funds are used and reported properly. 6. Train and support sub-awardee staff and partners, where relevant, to ensure understanding of how to conduct and administer activities and ensure compliance with funders' requirements and organisational policy and objectives. 7. Work closely with Project Director to ensure clarity around long-term programming, operational, and funding requirements. 8. Represent IWPR at donor meetings to ensure smooth project implementation. 9. Ensure a work environment that is non-discriminatory and promotes open dialogue on gender-related and culturally sensitive issues. 10. Ensure that IWPR policies and procedures are well implemented and practised by staff and partners, as well as ensure all donor / governmental regulations are strictly adhered to. 11. Undertake other duties and assignments as may be assigned from time to time. The successful candidate will have: A Bachelor's degree in management, international development or related field, or an equivalent combination of education and experience in relevant fields at international level. Experience in successfully: * working with a range of international donors, particularly US Government; * ensuring full compliance to USG rules and regulations; * managing projects and budgets including project staff, M&E, sub-awards and contracts, including periods in a developing country; * leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence * working with multiple sectors and achieving financial and contractual results In addition, they will: * Have exceptional interpersonal and relationship-building competencies, coupled with strong written and verbal communication skills, and be capable of managing * conflict and conflicting views * Have excellent report-writing skills with the ability to analyse and distil complex narrative and financial information * Be a proven strategic planner and team leader with strong technical knowledge, demonstrating conceptual and analytical ability, good judgement, and an adaptive and flexible capacity * Have advanced proficiency in computers, software, spreadsheet and finance management packages * Be extremely familiar with media, media development and / or using social media in a development context * Have an understanding of research and research best practices * Be energetic and forward thinking; a creative individual with intellectual depth and high ethical standards * Be able to coach on professional and work ethics and implement them * Be fluent in English, both written and verbal.
