Job Description

**Job Purpose:** Provide independent second line risk oversight and challenge of various Businesses including Securities Services (ESS) and Issuer Services (part of BCMA). Provide senior geographical leadership for all independent risk teams which are part of transaction banking risk management, based in EMEA **Key Responsibilities:** + Ongoing oversight of Securities Services and Issuer Services businesses + Manage and develop a team of risk professionals located in various countries to deliver global coverage + Build and maintain strong partnerships globally with senior management in businesses covered + Provide continual and robust credible challenge to first line businesses covered + Working closely with other second line functions such as ORM and Compliance, provide holistic risk coverage of the businesses + Ensure businesses remain within relevant defined Risk Appetite Framework + Build and maintain strong relationships with Citi regulators in particular the OCC and FRB + Material Risk Taker for covered Businesses in EMEA under PRA Senior Manager Regime + SMR Delegate of EMEA CRO for covered businesses + Provide on the ground oversight and leadership to other risk teams in EMEA converting TTS and PSRM risk management activities under the umbrella of 'transaction services risk management' **Qualifications & Competencies:** + Graduate degree in Business/ Finance/ Accounting/ Economics preferred + Senior Credit Officer Level 2 (SCO 2) or seasoned Senior Credit Officer (SCO) + Proven team management and senior business engagement skills in an MD role + Excellent knowledge of Banking & Markets products, in particular Securities Services, Issuer Services and familiarity with TTS products and services + In depth knowledge of key ICG Risk policies, Risk Governance Framework & Risk Appetite + Working knowledge of Payment Systems/Infrastructures + Experience interacting with Citi's key Regulators + Ability to exercise sound, timely and independent judgment + Excellent written and oral communication skills + Strong partnership and influencing skills as well as ability to challenge first line of defence + in related subject areas + Consistently demonstrate clear and concise written and verbal communication to influence and negotiate with a wide range of audiences ISSS risk coverage spans three business lines: Direct Custody & Clearing and Global Custody & Clearing both of which are part of the Equities and Securities Services group in markets; and the Issuer Services business in BCMA. These businesses have revenues totalling $3bn, and assets of 4xxbn. Direct Custody & Clearing (DCC) provides clients with direct access to local markets in 60+ countries from where it provides securities trade clearing & settlements, safekeeping, asset servicing, etc. Settlement can occur both on and off-exchange with higher risks in the former. Custody & Fund Services (CFS) provides securities safekeeping, trade clearing & settlements via single consolidating hubs (Global Windows). Other activities include: assured income, contractual settlement day accounting, custody CLS, asset servicing & reporting, fund accounting & administration, transfer agent, middle office solutions and more. Issuer Services: A&T's Corporate Trust business provides services to issuer clients associated with the issuance, payment and administration of Conventional Debt and debt issued in connection with Structured Finance transactions. Escrow and Specialized Agency Services support the execution of capital markets activities such as mergers and acquisitions, trade transactions, project financings and corporate loans The Depositary Receipt (DR) product facilitates cross border equity and debt listings - allowing issuers to connect with an ever-growing pool of investors The ISSS Risk Head supervises a team of 6 risk professional located in the US, Europe and Asia. The London location will make the incumbent a SMR delegate for the EMEA CRO and a material risk taker. Reporting into the Head of the risk team managing ISSS, TTS and PSRM risks, this role will also provide senior matrix leadership to the TTS and PSRM teams in the region.
