Technical Transition Programme Manager (Contract) Birmingham, West Midlands About Us Set up under the Gambling Act 2005, the Gambling Commission is committed to safeguarding the public against any detrimental impact brought about by gambling. We are currently looking for a Technical Transition Programme Manager to join the Fourth National Lottery Licence Competition (4NLC) team and support the smooth transition from the Third National Lottery Licence to the Fourth National Lottery Licence from a technical perspective. This is a three year fixed-term contract. The Role As the Technical Transition Programme Manager, you will support the successful transition from the Third National Lottery Licence to the Fourth National Lottery Licence. The current Third National Lottery Licence will run until January 2023. In this important role, you will support the evaluation and negotiation phases of the competition by contributing to the technology and transition components of bids. You will develop processes, including creating assurance acceptance criteria, to gather assurance that the technical transition from the Third to Fourth Licence is effective and fit for purpose. Additionally, you will: - Contribute to the development of the transition management framework - Carry out research and analysis to ensure a comprehensive understanding of asset and subcontractor transfer arrangements - Identify potential risks or issues and find ways to mitigate these - Develop reporting to track the progress and performance of transition activities About You To join us as the Technical Transition Programme Manager, you will need experience of the following: - Managing large-scale, complex IT service migrations - Developing and establishing migration and/or transition management frameworks - Determining and documenting service acceptance criteria in preparation for transition - Supporting supplier and/or operator discussions and briefings - Scoping and developing service transition plans and roadmaps for a multi-year period - Managing relationships and engaging with a range of stakeholders - Working at pace, both independently and with others in complex, potentially ambiguous and politically sensitive environments and managing risk effectively Knowledge of data architecture, systems and security and their relevance for service transition would be beneficial, as would experience of managing projects in line with PPM standards. It would be equally favourable if you had experience in a technical role which covered IT infrastructure or applications from an analytical or delivery perspective.
