Grade: Band D Salary: 29,064 to 40,698 Closing Date: 22nd June 2020 About the role: As a Fingerprint Development Laboratory Technical Team Leader within the Fingerprint Development Laboratory, West Midlands Police Forensic Services Department , the post holder will support the objectives of the Forensic Services Department and drive the department towards excellence within the field of Forensic Evidence Recovery. The primary functions for the post holder will be perform the Technical Manager Duties to ensure adherence and compliance to the Quality Management System (ISO17025) within the Fingerprint Development Laboratory, to ensure the efficient and effective day to day workflow management and be responsible for the supervision of the FDL and Footwear Team. The post holder will perform the Technical Manager Duties within the Fingerprint Development Laboratory. Key Responsibilities: * To undertake all tasks as defined for Forensic Technician (Fingerprint Development Laboratory) and also perform the following tasks commensurate with the position of the Fingerprint Development Laboratory Technical Team Leader * To supervise the FDL, Footwear Team and Apprentices effectively on a day to day basis whilst ensuring staff development and welfare, sickness, annual leave and other abstractions are maintained consistently. * To perform the Technical Manager Duties within the Fingerprint Development Laboratory within the Quality Management System ISO 17025, fully understanding the requirements and benefits of Forensic Regulation and Accreditation (for FDL only) * To have responsibility for work allocation and prioritisation to meet operational and service level requirements within the Fingerprint Development Laboratory and Footwear Team. To reassess the prioritisation at short notice to support agreed force initiatives. * To implement and deliver against performance milestones and measure team and individuals performance against these measures including the production of management reports outlining SLA compliance and individual performance reviews * To continually keep abreast of future identification, evidence recovery techniques and technological advances relevant to business area and ensure all staff are aware of any developments. * To provide advice and technical guidance to all staff. Monitoring, controlling and prioritising activities in relation to processes. * To control and monitor budgets within the FDL and Footwear Team to meet operational requirements and service delivery in conjunction with the Identification Manager * To coordinate with senior investigating officers and crime scene coordinators regarding forensic strategies for major case submissions and casework falling outside of normal working arrangements * To ensure the integrity and continuity of all evidence is maintained within FDL and Footwear Team * To administer the Forensic Image Management System (FIMS) * To ensure compliance to Health & Safety and Control of Substances Hazardous to Health (COSHH within FDL) * To perform internal audits as required in line with the Quality Management System. * To oversee and ensure a clean, operational working environment. * To attend and complete any appropriate training courses. Essential Criteria: * Must have excellent knowledge of Quality Management System ISO 17025 and other relevant forensic regulation standards * Must have a good level of knowledge and operational experience in the prioritisation of work to meet SLA's. * Must possess an ability to continuously improve service delivery. * Must possess excellent interpersonal, communication and organisational skills. * Must complete or be willing to work towards relevant forensic courses. * Must demonstrate a practical approach to problem solving and a willingness to accept responsibility. * Understanding of COSHH regulations. * Understanding of Digital Photography * Demonstrate an ability to pro-actively develop initiatives within the scope of the role to enhance service delivery. * Understanding of the Evidential Process across all disciplines within Forensic Services Department. * Able to tolerate potentially unpleasant situations or sights.
