Programme Manager Permanent Role £33,890-£44,503 Per Annum plus mileage Your new company An opportunity has arisen for a Programme Manager to join a public sector organisation based in Preston. This exciting new post will support the preparation and delivery of the Estates strategic implementation plan. The role is an ideal opportunity for an experienced programme manager who not only possesses strong programme & project management skills but also has an excellent understanding of strategic planning; to enable the effective identification, planning and implementation of the Estates strategic implementation plan. Your new role The roles responsibilities: 1) To lead the delivery of strategic estates programmes of work to time, budget and quality requirements. 2) To shape the delivery of a range of key estates programmes/projects within the Trust portfolio by applying tools, techniques and expertise, aimed at achieving delivery of the agreed business outcomes, including: a) To collaborate to develop and implement common project, programme and portfolio management standards and associated tools and documentation, including project information systems, governance, business cases, benefits-led delivery planning, risk management and project reporting; b) To develop robust links with key programme and directorate stakeholders; c) To identify and manage key dependencies, both among Trust programmes and projects and on-going Trust activities; d) To collaborate upon a central map of project resources to support the effective and safe delivery of the portfolio through effectively resourcing projects and supporting collaborative identification/rectification of resource issues with stakeholders; e) To support the delivery of impartial project reviews and health checks to ensure the overall 'delivery safety' of projects within the portfolio. 3) To assure the accurate and timely submission of high quality reports for the Trust Corporate Programme Board and Estates Oversight Forum; 4) To provide programme level advice, guidance, assurance and challenge; 5) To fulfil budgetary/procurement/management responsibilities in accordance with trust financial and corporate governance policies and procedures including supporting internal and external audits; 6) To assist the Trust in learning from its previous project experiences by identifying and communicating transferable lessons and encouraging best practice; 7) To provide guidance and leadership to the wider Trust project management community as appropriate; 8) To line manage the project management resources to deliver their responsibilities effectively and efficiently, including the development and approval of business cases and the performance management of resources; 9) To support the Head, Assistant Director Estates, Fleet and Facilities Management and other team members as required; 10) To actively support and collaborate with colleagues to engender a high performing and supportive environment within which all members can develop their personal effectiveness; 11) To contribute to service wide strategy discussions and personally propose innovative schemes; 12) To assist the Trust in learning from its previous project experiences gleaning and recording lessons and applying best practice; 13) To provide guidance and leadership to the wider Trust project management community as appropriate. What you'll need to succeed It is preferred that you will have a public sector background experience, you will have a Post graduate level qualification or equivalent experience PRINCE2 Practitioner qualified MSP Qualified or equivalent experience.
