Job Title: Head of Service Design (HoSD) Location: Huntingdon, Cambridgeshire or Feltham, Greater London Summary of Role Overview Raytheon's Communication, Command, Space and Intelligence (C2SI) business provides leadership in Geospatial Intelligence (GEOINT) and is a trusted partner for the MoD. Raytheon UK is looking for a dynamic and high performing individual who can lead our Service Design Team, with current MoD or Government experience to work within Raytheon's C2SI business to deliver large scale information systems capability developments, and delivery and sustainment projects that have significant operational and strategic importance for the UK MOD. Role Summary The Head of Service Design (HoSD) role requires a versatile individual who can make effective and highly valued contributions to activities across the project lifecycle in Intelligence and Security, Geospatial Intelligence and deployed IT environments. The candidate is expected to be capable of operating in a senior role working closely with customer and delivery teams; alone and unsupervised if necessary. Leading the Service Design team and reporting to the Chief Engineer / Programme Engineer, the successful applicant will be capable of aligning the business strategy and plans with technology and solutions that support the strategy. Candidate Requirements Main Duties Responsible for leading the creation and implementation of end-to-end solution/technical design, ensuring alignment with the strategic technical architecture; Responsible for ensuring the solution/design process is adhered to during all phases of project delivery; Provide solution and technical SME input to appropriate levels to supplement internal skills (e.g. when new technologies are being investigated); Provide an escalation point for design related issues within projects; Align standards, frameworks and security with overall business and technology strategy; Identify, communicate and manage Information Assurance risks; Ensure that the Service Design Team design security architecture elements to mitigate risks in liaison with System Architects (SA); Manage the creation of solutions that balance business requirements with information, user and security requirements that are capable of being effectively managed in service; Assist the Security Architect in identifying security design gaps in existing and proposed architectures and recommend changes or enhancements; Assist the Security Architect in the definition of security architecture, demonstrating solutions delivery, principles and emerging technologies; Engage with relevant stakeholders to provide understanding of the planned solution and identify possible impact on Service; Describe the current architecture by investigating its components and how they're organized within a system; To help the Business evaluate existing systems and provide advice on how to meet organizational requirements and future needs; Identification of Risks, Issues, Assumptions and Dependencies related to Projects and their impact upon ongoing Service Model and/or processes; You must excellent and detailed knowledge of the Geospatial Intelligence Business; You will be responsible for developing distributed system architecture and system integration; You will be the solution owner for the full lifecycle of a solution from feasibility to delivery. This will ensure the solution has continuity from an architectural and design perspective; Good communication skills with diverse audiences - strong critical thinking and analytical skills; To identify risks associated with business processes, operations, information security programs and technology projects; Select appropriate design standards, methods and tools, consistent with agreed enterprise and solution architectures and ensure they are applied effectively; Ensure that the system design balances functional, service quality and systems management requirements. Essential Skills Strong ICT background and proven track record in engineering execution, managing client engagements, and have served in key technical and management leadership positions. Established technical experience delivering major, complex programmes, and in particular, direct experience of technical delivery of complex Information Technology (IT) programmes. Design & Innovation; Service Design/Architecture experience; Service Implementation background; You will be capable of bringing a "big picture" perspective to the adoption of new ideas; You will be capable of proposing technical solutions to help decision makers apply relevant changes; You will have strategic business acumen and understanding of business strategy and the ability to identify Solutions to deliver that strategy; Experienced in assessing a broad range of IT solutions and products; Excellent communication skills with ability to explain technical concepts to lay audiences, with experience of working with board level stakeholders; Self-starter with the ability to appropriately prioritise and plan complex work in a rapidly changing environment; Results oriented with ability to produce solutions that deliver business benefit; Strong critical thinker with problem solving aptitude; Team player with experience leading and collaborating cross-team to ensure successful delivery of solutions; Strong conceptual and analytical skills - demonstrating outside-the-box problem solving skills; Ability to develop and cost high level solution architecture designs; Experience of producing and supporting bids; Ability to manage and control the expectations of a diverse set of stakeholders; Experience of implementing projects for an MoD or Government customer at various Classifications; Expert Knowledge of ITIL v3; Financial Control Account management experience; Understanding of Earned Value Management Techniques and the application of EVMS within a Project delivery life cycle; Knowledge of IMINT and SIGINT/ELINT, COMINT, MASINT, OSINT, HUMINT and the analysis of the data and information; Holder of current DV security clearance. Desirable Skills Knowledge of virtualised systems; Knowledge of defence intelligence systems and networks; Knowledge of information or knowledge management solutions; Knowledge of information exploitation solutions Understanding of the DCPD workflow; Knowledge of security aspects and solutions Knowledge of systems requirements management and object based design decomposition methodology and tools; Familiarity with UK Ministry of Defence policies and acquisition processes is highly desirable; Knowledge of Enterprise Architecture methodologies such as TOGAF and MODAF or the equivalent; Knowledge of MoD Implementation requirements (JSP604/480); Experience of implementing security aspects and solutions - JSP440.
