Overview

Background Information Forestry and Land Scotland (FLS) is an executive agency of Scottish Government and manages Scotland’s Forest and Land. We manage land on behalf of Scottish Ministers and serve as part of the Environment and Forestry directorate of the Scottish Government. FLS is a fast paced business environment with multiple stakeholders based in our various offices across Scotland. Our organisation is geographically spread across 5 Regions throughout Scotland and has national support teams located in both Edinburgh and Inverness (Head Office); the procurement team has staff working in both of these locations. We are currently expanding our procurement team to support an exciting transformation that is incorporating category management and contract management into our procurement function. Our plans are ambitious and we recognise that getting the right team of people and providing them with the right tools and support, is key to our success. As the post involves dealing with contacts across Scotland, travel with occasional stays away from home is a requirement of this post. This is a full time post, however applications from people wishing to work a flexible working pattern will be considered. The key responsibilities for the role will include: Establish Collaborative/Partnership Working Develop effective working relationships with stakeholders, ensuring the commercial/procurement relationship is established. Provide support and advice to procurement support officers within the team and to various staff across the organisation. Represent the organisation at bidder days and supplier events.Standard Online Job Ad – April 2014 Contract/Tender Development Work with contract managers to undertake market research, develop tender strategy, specification and award criteria and contract notices, ensuring all legislative requirements are delivered. Development of market approach and specifications to maximise business opportunity, paying particular attention to targets on sustainability and community benefit. Develop cases for contract extensions in collaboration with stakeholders. Tender process and evaluation Use of the PCS-T system to run the tender exercise, ensuring all communications are carried out within the system. Assume the role of lead evaluator for regulated tenders, co-ordinating panel evaluation and taking ownership of consensus scoring and production of tender report in compliance with applicable legislation and statutory guidance. Contract Award and Supplier Debrief Take lead in the awarding process including the drafting and issue of letters in compliance with legislation. Manage stakeholders and bidders during the standstill period, including the provision of feedback and collation of evidence to defend challenge. Complete contract drafting and signing process ensuring a full handover is provided to the contract manager. Continuous Improvement Support continuous improvement activities; supplier development programme; audit and support visits; development of financial processes along with other targets supporting our Procurement Strategy.
