Please note that this is a fixed term contract opportunity until December 2021. Job purpose We're embarking on an exciting, challenging and ambitious programme to modernise our enterprise resource planning systems, council wide. This opportunity will enable one of the largest county councils in the UK to move large scale corporate applications to a leading, recognised SaaS solution ERP including HR, Payroll, Finance & procurement. We're looking for an SME in the payroll and core HR space to be the central point of contact between the programme team, technology services, finance and procurement as well as third party suppliers and implementation partners. They will be responsible for the delivery of the core HR and Payroll workstreams configuring functionality including employee records, hierarchies, time and absence management, workforce planning, reward and payroll. Organisational Accountabilities Roles at this level will provide expert professional advice to inform corporate management and development of the council as a whole. They will lead on turning this advice into business cases for approval at senior levels, including political approval. The service delivery requirements and standards are usually clearly defined by the Director with annual staff and financial budgets. Operational planning and performance review to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met Working collaboratively within and across functions to support the delivery of best possible outcomes for our customers on a financially sustainable basis. Maintain and nurture collaborative relationships with other teams in the function and external organisations that support the delivery of annual plans. Implementing changes to improve the area of work, while maintaining the highest possible levels of service quality are continually delivered Managing complex issues that meet the needs of customers and delivery the best possible outcomes Effective utilisation of digital technologies and innovation across the function. Service/Functional accountabilities Continuously understand and map the HR practices to ensure full understanding of systems & dependencies across the council both within HR & OD as well as influence other functions including technology services, information governance, finance and procurement to configure the best solution within a SaaS environment. Work with finance to design end to end processes and configure the required technology where functionality overlaps (e.g. establishment control, position management). Understand data management, configuration and different formats, managing a process of data migration from a current on-premise system. Bridge the gap between technical teams, understanding and translating terminology to the business to create the best decision-making environments. You will become the primary contact between a central programme team, third party suppliers and implementation partners, technology services and HR/OD. Work with business design & continuous improvement teams as well as change management and learning & talent to ensure a successful delivery of interconnected corporate systems with a focus on HR & Payroll. Facilitate user acceptance testing of system changes and support change projects through to successful delivery, implementation and operation against pre-determined acceptance criteria. Support early life support including the change to an evergreen solution including ongoing releases, understanding technical release notes, testing with the relevant leads and launch strategy. Has a working knowledge of the critical factors in planning change and the stages and phases of project and programme management and can identify risks and create mitigation plansEducated to RQF level 6 or equivalent by experience in a technology related field. Knowledge Skills and Experience Evidence of continuing professional development and expert knowledge in delivering requirements-based IT solutions, relevant to HRIS, People technology or similar domains Advanced knowledge of data protection, information governance and associated requirements A good understanding of IT architecture as well as HR processes and how they interact with other services (e.g. finance / procurement) Experience and knowledge of data migration processes Excellent analytical and problem-solving skills Agile and flexible, capable of dealing with ambiguity, and confront challenges and opportunities with speed, endurance and decisiveness Ideally accredited with business analyst or similar certification by a recognised professional body Essex County Council is committed to safeguarding and promoting the welfare of children and vulnerable adults, and expects all employees and volunteers to share this commitment.
