Overview
Head of IT - Digital Services My client supports parliament to hold government to account and to improve public services. They focus on driving long-term sustainable improvement in public service delivery and work with government and stakeholders to deliver better performance. In a nutshell, they help the nation spend wisely. The Head of IT (HoIT) role has overall responsibility for digital, data and technology for the group and for the ongoing viability of the group's digital estate. They lead seven digital teams who develop, maintain, sustain and secure all digital and information services and assets in use. The postholder will devise and implement a new operations strategy and cloud operating model for Digital Services, encompassing all aspects of cloud computing and instilling greater use of analytics and automation. The post holder will also act as the deputy for the Director, Digital Services. Responsibilities: A new strategy & transformation roadmap for digital operations Determining and managing outsourced elements of IT service management Infrastructure and cloud platform management - ensuring on-premises, hybrid and cloud workloads remain operational Leading operations, data and digital PMO teams Deputising for the Director, Digital Services. Expereince Required Confident communicator at all levels of the organisation (written, verbal and visual) Ability to influence outcomes and gain buy-in for new initiatives and ways of working Ability to apply clear and logical thinking, strong analytical and problem-solving skills with an attention to detail Effective risk assessment and decision making Strong organisation and co-ordination skills Ability to determine and drive a culture of continuous improvement Ability to manage complexity, ambiguity and conflicting priorities Ability to lead teams to deliver through leading by example and to train, mentor and delegate effectively Problem identification and ability to arrive at solutions which cut across organisational functions and job positions Good team player who can facilitate knowledge sharing and collaborative working in multi-disciplinary teams - comprising professional audit and Digital Services people Political acumen and commercial awareness, including procurement and supplier management Ability to foster a culture of documentation and knowledge sharing across digital teams and stakeholders Ability to foster a respectful, praise & constructive feedback driven culture Ability to lead; strategic digital decisions, planning for the digital domain, digital contributions towards the overall strategy Self-starter, with energy and enthusiasm for driving continuous improvement and organisational learning from project experiences and analysis of business operations Business & technical skills Principles of managing digital systems, delivery and service provision within the following areas: Understanding of technical concepts, specifically in the areas of; cloud computing, IT Service Management, Data Analytics, Enterprise Architecture and PMO capabilities. Proven track record in digital management combined with excellent planning skills used for planning digital activities, resources, teams and projects. Excellent verbal and written technical communication skills with customers, key stakeholders and senior staff as well as technical staff at all levels, including presentation skills; Strong awareness of digital standards, methods, principles, tools and applications with a proven ability to make the correct choice from alternatives supported by a strong awareness of the IT industry and government digital trends and developments. Strong awareness of service delivery concepts (e.g. ITIL service management), committed to self and the team continually delivering a high level of customer service. Good experience of analysis, diagnosing, designing, planning, executing and evaluating continuous digital improvement work to time, cost and quality targets. Aligned with experience of defining, monitoring and measuring benefits realisation. Ability to marshal and co-ordinate resources, strong skills in team leadership including the setting of objectives, performance management, motivation, coaching, mentoring, delegating and the training and development of staff. Experience of producing management, project initiation and business case papers for submission and presentation to non-technical senior staff. Business acumen - ability to command the respect of not only digital peers but also business management. Experience of a wide range of technology architectures, services, systems & devices Experience in a technology management role and of leading IT teams Experience of IT stakeholder management, business relationship management and customer service excellence Financial and commercial experience of managing digital contracts and budgets Experience of IT service management practices such as ITIL Understanding of application infrastructure architecture fundamentals and various concepts for managing agile implementations and transitioning workloads to cloud Understanding of virtualisation, compute power, storage and networking architecture Experience managing service provision across both on-premises and cloud environments Security principles in a government and/or security driven environment Experience of IT automation Experience of data analytics and devising / using visualisations to convey performance Hays Specialist Recruitment Limited acts as an employment agency for permanent recruitment and employment business for the supply of temporary workers.
