Overview
An exciting opportunity has arisen within the repairs department of a top performing, inner London local authority. This contract will be a minimum of 20 weeks, after which it is likely to either be extended or turned permanent. 1. JOB PURPOSE: As the Chief Officer for the delivery of capital programmes in Facilities Management responsible for the programming and delivery of £13.5m of capital repairs, maintenance, and refurbishment projects over the period 2020-2024 and an annual budget of £2.4m thereafter; Ensuring that appropriate governance and assurance is in place to manage and monitor both programmes and spend and that robust reporting in the quarterly Capital Monitoring Report (which goes to Cabinet) is in place; Creating robust capital forward maintenance plans for M&E and building fabric and producing the annual Capital Maintenance Plan, the report for which goes to the Cabinet Member for Finance; Creating robust stakeholder relationships across the Council and embedding an “Intelligent Client Function” approach to delivering capital projects for other departments (in addition to the FM programme) and internally re-charging cost recovery; Creating a robust procurement and supply chain strategy for professional services and works adopting a “Ruthlessly Financially Efficient” approach to whole life-cycle project management from business case to closure. 2. DESCRIPTION OF DUTIES: Managing Capital FM budgets by establishing robust monitoring and reporting procedures and in doing so ensuring that all spend is fully justified and in-line with Governance procedures for Officer’s delegated authorities. Reporting on spend and any variance from budget monthly to the Assistant Director and to Finance to inform the Capital Monitoring Report and planning any corrective actions to re-align the budget. Ensuring that all spend is Ruthlessly Financially Efficient; Creating an annual Capital Maintenance Plan for the service in time for the start of each fiscal year and ensuring that it meets the needs of the service and in line with this, devising and implementing a procurement strategy for Capital deliver by means of whole life-cycle contract management; Improving capability by creating a contiguous capital programme and planning and managing resources to deliver from project inception and brief, through procurement and appointment of professional advisors and contractors, to a soft landing and hand-over of the project(s) using industry recognised lean programming techniques; Communicating with the Council and its stakeholders to fully understand the issues presented by the estate through a variety of formal and informal means and adopting an Intelligent Client approach to project briefing; Developing policy and procedures for the management of capital programmes and subordinate projects, and where required, to contribute to reports for the attention of Elected Members and Council as well as senior officers; To manage a Project Manager by means of clear objectives and outcomes and to ensure high standards of performance and attendance is achieved through the setting of high standards of personal integrity and using HR policy and procedure to manage overall performance; To use the information platforms in the council to devise and create performance metrics and systems of measurement to understand the performance of the service and design and implement strategies for continual improvement of capability and project delivery; To contribute as a “subject matter expert” into the design and operation of the Civic Campus regeneration scheme and to plan for a “soft landing” into the new Civic Campus alongside the programme team; Ensuring that safe systems of work are in place for all capital projects and that Health & Safety and Compliance are actively managed through the supply chains; To ensure that there are full (and costed) resource plans, training plans, and succession plans for the service; REQUIREMENTS Qualifications: Essential: To hold a first degree (Bachelor) or equivalent Level 5 (QCA Framework) qualification in a relevant built environment discipline; Membership of a professional body aligned to the Built Environment (such as, but not limited to, MCIOB, MRICS, MIWFM, MCIBSE et al) Project Management or lean programming qualification (6Sigma, Kaizon, MSP, PRINCE2) Desirable: Health & Safety based qualification (IOSH, NEEBOSH) Knowledge & Experience: Experience of managing a number of capital projects as part of a contiguous delivery programme covering building fabric and mechanical and electrical disciplines; Experience of programme governance Experience of capital planning, resource allocation and managing a framework for prioritisation Experience of financial planning, budget management and reporting of programmes of upwards of £2.5m Experience of managing multi-discipline consultancy teams using JCT and NEC contract design & build contracts Experience of procuring professional services and (M&E and building) contractors Experience of stakeholder and client management from inception/brief through the design and build process This job was originally posted as www.totaljobs.com/job/89784130
