Overview

Reporting directly to the Senior Engineer or Engineer the role involves assisting in the delivery of developer funded highway schemes (including new estate roads) ranging from a few thousand to several million pounds, helping to ensure that any works are designed and constructed to the highest standards. You will support the Local Flood Authority with the implementation of Sustainable Urban Drainage Systems within development and provide the Vehicle Crossing Team with a technical support service for the implementation of residential vehicle crossings. Key Responsibilities: To project manage the implementation of small to medium sized highway works schemes arising from development proposals.On larger schemes to assist the Engineer in the implementation of highway works.This includes local consultations and discussions with stakeholders, calculation of work deposits and inspection fees, technical checks under the guidance of the Senior Engineer to ensure compliance with Essex Highway practices, Design Manual for Roads and Bridges etc, preparation and checking of bills of quantity under the guidance and inspection of construction where appropriate, inspections to ensure that development related improvement works comply with approved drawings and that works comply with NRSWA 1991 and TMA 2004 requirements. Ensuring that all work meets the requirements of the Construction (Design and Management) Regulations 2007 and other construction/H&S related law To provide timely and accurate response to proposals, queries and complaints from local Planning Authorities, County Councillors, District Members, Parish Councils and the general public on all highway-related matters as required. To contribute to the team’s performance in providing speedy and courteous responses to queries and complaints in accordance with relevant targets and standards. To aid the team in relation to all aspects covered within the function of the group. To negotiate with developers and liaise with local planning authorities, consultants, solicitors, the Department for Transport and other statutory and non-statutory bodies on the implementation of highway development works where appropriate Knowledge, Skills and Experience: Knowledge of, and experience in, managing the design and implementation of highway schemes including statutory processes involved with these activities. Working knowledge of budgetary controls. Working knowledge of relevant engineering or service techniques and procedures. Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations. Experience of dealing with Members and the public. Knowledge of national guidance, legislation and regulations relating to design and implementation of highway schemes. Conversant with Microsoft applications – Word, Excel, Access and PowerPoint Ability to build and maintain effective working relationships with people both internally and externally. Ability to prioritize own work and that of others to support business priorities. Manages own performance and seeks feedback to improve where identified. Ability to build and maintain effective working relationships with key people both internally and externally.
