Overview
Overall Purpose of the Post: This is a career graded post which will provide the job holder with the opportunity to develop into an experienced Support Assistant within Payroll & Pensions and gain the required experience and skills whilst learning on the job. Progression through the career grade is dependent on the post holder meeting the essential criteria and demonstrating capability to undertake the role at the next level To contribute to the effective delivery of a Payroll and Pensions Service for the Council, Schools and third party customers and clients. To contribute to Business and Transactional Services and HR priorities in line with deadlines and conflicting tasks and ensure their successful delivery. Ensure performance standards are maintained to drive sustained and continuous performance improvements, efficiencies and value for money within agreed monitoring/reporting frameworks and standards. To contribute to the development of appropriate policies, procedures and processes that safeguard the Council, its employees and customers and ensure these are applied consistently. To support the provision of commercially focused Payroll and Employee Services in accordance with Service Level Agreements. Requirements for the post Essential Desirable Qualifications/ Training -Level 1 Qualifications/ Training -Levels 2 NVQ Level 3 in Business Administration or equivalent in a subject relevant to the role or relevant experience of at least one area of Payroll and Pensions NVQ Level 3 in Business Administration or equivalent in a subject relevant to the role or significant experience of at least one area of Payroll and Pensions Knowledge - Level 1 Knowledge - Level 2 Knowledge of Employment Legislation and its application in a large and diverse workforce Knowledge of PAYE and HMRC requirements relating to payroll provision including RTI Knowledge of IT systems including Word Excel and computerised HR/ and payroll systems Awareness of the Council’s Customer Care Standards As detailed in Level 1 Knowledge of pay, pensions and terms and conditions of employment in relation to Council Services and Schools Knowledge of calculating payments in line with HMRC best practice Knowledge of manual payroll calculations Understanding of the Local Government business and its key roles Experience - Level 1 Experience - Level 2 Experience of processing large volumes of data accurately Experience of working flexibly according to the needs of the service Experience of working as part of a team as well as on own initiative Experience of working with customers to deliver pragmatic solutions to complex workforce issues and problems Experience of communicating complex information both orally and in writing in a clear, articulated and succinct way to a wide range of audiences As detailed in Level 1 Experience of implementing efficient and accurate payroll and employee Services Experience of representing the service professionally in meetings with Customers and Stakeholders Experience of challenging existing ways of doing things Extensive experience of calculating payments in line with HMRC best practice Experience providing advanced PAYE Legislation advice Experience of assisting in the processing of a large complex payroll Experience of carrying out manual payroll calculations Competencies and other skills required - Level 1 Competencies and other skills required - Level 2 Good written and verbal and interpersonal skills with the ability to communicate effectively to wide range of internal and external customers Good organisational skills with the ability to work on own initiative and manage own workload, completing tasks within tight deadlines Ability to demonstrate time management skills Ability to work independently and collaboratively to deliver priorities within tight deadlines As detailed in Level 1 Ability to work independently and collaboratively to deliver competing priorities whilst keeping teams and managers involved and informed.
