Overview

Overall Purpose of the Post: To represent the Business and Transactions Service and contribute to a range of projects and activities to ensure a smooth transition to the new improved Single People Solution. To support the successful delivery of payroll and employment process improvements through the use of technology in order to deliver service transformation for both the Council and its customers. Contribute to the improvement and development of the Council’s payroll and employment practices and procedures in line with local and national terms and conditions of employment and legislative requirements To contribute to Business and Transactional and HR Service priorities in line with deadlines and conflicting tasks and ensure their successful delivery. To work closely with Business Systems and Improvement team and the represent Payroll and Employee Services on the Single people Solution Work stream Groups. Requirements for the post Essential Desirable Qualifications/Training Educated to NVQ Level 4 or equivalent relevant qualification plus significant relevant experience Educated to degree level in a subject relevant to the role Knowledge Understanding of the Local Government business and its key roles Knowledge of Employment/Payroll Legislation and its application in a large and diverse workforce Knowledge and understanding of Local Government, Teachers, NHS and NEST pension schemes and legislation Knowledge of IT systems including Word Excel, iTrent and Civica Varied and extensive knowledge of policies and procedures that support consistent application of terms and conditions Experience Experience of working collaboratively in order to successfully achieve business needs Experience of successfully supporting / delivering projects/initiatives and representing the service in meetings Experience of challenging existing ways of doing things Experience of providing support to a large multi-functional organisation on a range of employment/pay issues Experience of exercising discretion and judgement in dealing with sensitive and confidential matters Experience of contributing to projects successfully managing and resolving competing priorities in a time critical environment Key Outcomes/ Activities To contribute to the development of the Council’s employment practices and procedures in line with local and national terms and conditions of employment and legislative requirements To act as an ambassador for the Business and Transactional Service and identify where it can add value by influencing and delivering efficient and effective services. To provide competent advice and support on Payroll and Employee Services Foster a culture of continuous improvement and development General Duties and Responsibilities To provide advice on and support specific Work stream projects as required Support in the re-engineering of internal and external business processes To contribute to the development of appropriate policies, procedures and processes that are in line with upcoming legislative changes to safeguard the Council, its employees and customers and ensure these are applied consistently Ensure the efficient and accurate processing of employee transactions and payments ensuring that PAYE requirements and Council policies and procedures are met Ensure that systems are accurate, controls and procedures are adhered to which have a direct impact on HR and financial transactions, pay and deductions. Support audit processesand develop and implement reports and processes to ensure payroll accuracy and data quality is delivered in accordance with agreed protocols. Take a lead role and deliver User Acceptance testing and system developments as part for the Single People Solution Programme. To review, develop and maintain, guides, training manuals and systems which support a proactive and business focused approach whilst adhering to legislation and policies and procedures Provide advice, guidance and support to senior manager and Headteachers on the implementation of existing and new payroll and employment systems and processes Develop effective partnership working with relevant internal and external partners in order to achieve successful service development To support and actively work with others to achieve common goals and objectives To undertake such other duties as may be required from time to time, that reasonably fall within the scope and grade of the post across the HR service The duties and responsibilities highlighted in this Job Specification are indicative and may vary over time.
