Overview

The role of Assistant Director, Mobilisation, London Futures, will be key in driving the tendering and innovation processes around all new opportunities. This post will lead on the project management and mobilisation of new services including pilots and trailblazer initiatives. The post holder will also be involved in researching and developing new projects to support children and young people across London. Job Purpose: To contribute directly to growth in Children's Services (CS) through the development of proposals, tenders and grant applications and their subsequent mobilisation as part of multi-disciplinary corporate working group. To work with thematic ADCS's to ensure that any innovative pilots or trailblazers which are part of the LF programme are mobilised, project managed, developed and implemented on time To ensure that the voice and influence of the child is central in the development of all new models and practices through co-production, evaluation and feedback and also within the tendering process. To ensure by working within corporate, multi-disciplinary teams, all bids are aligned to the overall strategic direction and vision and are in line with the principles of London Futures. Key Responsibilities: To act as a strategic lead on the following key functions: Mobilisation of new services and support with close down of services Contribute to the development and quality assure submission of bids/proposals Market intelligence, pipeline development and knowledge management supporting CS growth. Contribute to the development of new services in priority growth areas and management of the implementation and mobilisation of successful bids/tenders, working closely with the Children's Services Assistant Director, Assistant Director Business Development utilising the London futures model of working and matrix management of business partners. Key Activities: Whilst working within corporate multi-disciplinary teams: Oversee and ensure the mobilisation of agreed new projects/successful Children's Services tenders across London. Create realistic project plans. Project manage virtual transformation teams ensuring project delivery within time, cost and quality constraint, ensuring the effective management of the transition of change within London Lead on changes to culture, approach, systems and processes within new services, ensuring the London Futures ways of working are embedded in new models Capture and maintain knowledge and understanding of current markets developments, policy changes and competitor activity in Children's Services; look for ways to use this knowledge to innovate in service delivery and provide challenge to existing ways of working Actively research and develop areas of potential new business within Children's Services and present to Children's Services' senior colleagues and Assistant Director, Business Development for consideration and agreement. Review and oversee the project management of the bidding/tender process for London Futures across London which has been informed by the corporate plan and agreed at London Stand-up. Contribute to bid writing process on all tender submissions, proposals, bids, presentations within Children's Services, ensuring bid deadlines are met where required and if necessary. Conduct risk assessments, taking an overview of reputational risk and benefits to the organisation, as well as those for Children and Young People before mobilisation of any new service/pilot/trailblazer. Ensure feedback is sought on successful/unsuccessful mobilisations, setting and implementing actions to improve future strategy. PERSON SPECIFICATION Experience Substantial experience from a Children's Services/social/health care /business development related background. Previous experience of working within a child protection framework. Experience of preparing, managing and writing tenders, reports and/or funding applications. Experience of mobilising projects to agreed contract, budget and time-scale from start to completion. Demonstrable evidence of achieving positive results within a multi-matrix environment Experience of delivering presentations to internal/external audiences.
