CHANGING LIVES HOUSING TRUST JOB DESCRIPTION Post Title: Income Officer Responsible to: Line Manager Finance Responsible for: HB and Service Charge Location: Based at London. Purpose of Post: Main Duties and Responsibilities: To ensure the collection of rent arrears and other housing related debts, through early intervention with an emphasis on personal contact with tenants To prevent arrears from escalating in line with Changing Lives Housing Trust rent collection policies and procedures in an effort to prevent serious debt and homelessness To take operational responsibility for the management and delivery of a comprehensive rent recovery service. To identify where tenants may be experiencing difficulty in meeting their commitment to pay rent and service charges and be able provide a debt counselling and advice service to these tenants To ensure prompt and appropriate contact is made with customers who fall into arrears of rent and/or other charges and at each contact correctly identify the problem and take action appropriate to the circumstances to resolve it To refer tenants to internal and external support agencies, where appropriate, to ensure that the tenancy can be sustained and the tenant is supported throughout To achieve agreed performance targets for the collection of rental income and to be fully involved in the setting of all future performance targets. To work pro-actively and to contribute ideas to improve income maximisation for the organisation and for individual tenants. To keep up to date with changes to legislation and in particular the impact of welfare reform on both tenants and the organisation. To monitor rent accounts and other housing-related debts, on an ongoing basis, in order to identify cases that require action, particularly in relation to tenants with court orders or who have Introductory Tenancies. To make regular and early contact with all tenants in arrears through home visits, telephone calls, text messages, e-mails and office interviews; sometimes outside normal working hours. To negotiate repayment agreements with tenants and take corrective action where such agreements are not maintained. To ensure that tenants are able to maximise their income by ensuring take up of any entitlement to welfare benefits. To assist tenants with the completion of Housing Benefit Claims, ensuring that they are aware of what they need to provide in order to have their claim processed and to liaise closely with the Housing Benefit Team to highlight claims requiring urgent attention.
