Spencer Clarke Group are looking for a Head of Performance and Business Intelligence in Essex, Chelmsford. Contract – 6 month agency contract with a view to being extended on an ongoing basis. Working Pattern – Full time – Monday - Friday About the role We are looking for a professional interim who can lead the newly formed Performance and Business Intelligence function at Essex County Council, managing a team of specialists to ensure the continuous development of the Council’s business intelligence and performance skills and capability As this is a new service you will be key to embedding the service and developing the culture to ensure we are providing a truly value added service to the whole organisation You will ensure your team is equipped to develop performance frameworks, metrics and reports which provide Senior Leaders with insights to support effective decision making You will support the team to work collaboratively with senior colleagues, finding solutions to business intelligence and performance problems to ensure business needs are met – delving below the data to truly understand the issues impacting our communities. About you Evidence of continuing professional development and expert knowledge in a relevant technical area Significant experience of undertaking performance & BI analysis and/or providing an intelligence service to a large complex organisation with demonstrable experience of successfully delivering high quality intelligence that impacted on strategic decision making, preferably in local government. Experience and understanding of implementing organisation-wide performance management frameworks Extensive knowledge and experience using quantitative and qualitative techniques. Extensive knowledge of data protection regulations to ensure compliance with legal obligations and a deep understanding of the legislative framework in which the Council operates.
