Overview

HEAD OF PERFOMANCE & BUSINESS INTELLIGENCE We are looking for a professional interim who can lead the newly formed Performance and Business Intelligence function at Essex County Council, managing a team of specialists to ensure the continuous development of the Council’s business intelligence and performance skills and capability. As this is a new service you will be key to embedding the service and developing the culture to ensure we are providing a truly value added service to the whole organisation. You will ensure your team is equipped to develop performance frameworks, metrics and reports which provide Senior Leaders with insights to support effective decision making. You will support the team to work collaboratively with senior colleagues, finding solutions to business intelligence and performance problems to ensure business needs are met – delving below the data to truly understand the issues impacting our communities. You will bring a significant level of technical expertise and the proven ability to shape and lead the ongoing development of this new service. You will work with senior leaders across the breadth of the organisation and be responsible for the development of insightful analysis driven by evidence-based data led research. You will be accountable for leading a professional “guild” (or technical specialism) in the Performance and BI service, ensuring the ongoing development of the service by developing the staff within the guild to advance their technical capabilities and manage demand for services and allocation of resources across the profession. You will be an inspirational leader, who can take our vision for Performance and Business Intelligence and bring it to life across the organisation. You will be Educated to degree level or equivalent by experience, and have: • : Evidence of continuing professional development and expert knowledge in a relevant technical area. • Significant experience of undertaking performance & BI analysis and/or providing an intelligence service to a large complex organisation with demonstrable experience of successfully delivering high quality intelligence that impacted on strategic decision making, preferably in local government. • Experience and understanding of implementing organisation-wide performance management frameworks • Significant experience of leading and motivating a multi-disciplinary team to deliver positive outcomes. • Evidence of coordinating the use of deep functional expertise from across service areas to meet business requirements • Exceptionally strong networking and relationship building skills, with experience of providing both strategic and operational advice and support at a senior level • Extensive knowledge and experience using quantitative and qualitative techniques. • Extensive knowledge of data protection regulations to ensure compliance with legal obligations and a deep understanding of the legislative framework in which the Council operates. 2 Years Reference £400/per day 9 - 17:30pm 37hrs /wk Start Date - 23/3/2020 - 29/08/2020 Location - County Hall This job was originally posted as www.totaljobs.com/job/89812385
