HR Manager - 12 Month Initial Fixed Term Contract to start April 2020 £50,000-£55,000 Dependant on experience Surrey/SW London Borders (working from home during Covid-19 social distancing measures, as per official advice) This is superb opportunity for an experienced HR professional to step up into this new created senior role and establish a professional HR department, policies and procedures for our client. A very exciting role for someone looking to expand their remit beyond HR. Trade Union experience would be really useful Key Responsibilities You will be responsible to ensure the smooth, efficient and cost-effective maintenance and running of the Head Office include management of day to day HR and staffing matters, office supplies and services. . You will provide a professional, comprehensive and high-quality HR service to the management team Direct involvement in the management of the office and staff, where necessary and appropriate, in the form of advice and guidance to managers in the proper interpretation and application of policies, procedures and best practice. This includes managing and advising on all internal formal HR procedures; conducting investigations and interviews as required; advising Management and line managers on employment law and HR best practice; negotiation and consultation with trade union representatives. DUTIES AND RESPONSIBILITIES Manage all aspects of internal HR procedures, eg disciplinary, grievance, sickness absence etc., advising line managers and ensuring compliance with relevant policies, procedures and statutory requirements. Conduct interviews and investigations under HR policies, preparing reports and presenting cases at formal hearings as required. Make decisions and exercise authority to deal with a broad range of people management issues (eg disciplinary, grievance, sickness absence) in both informal and formal situations as required. Advise Management and line managers on all aspects of HR best practice and employment law, ensuring appropriate policies and processes are in place, are kept up to date with employment legislation and are followed. To periodically review all such policies to ensure they remain in line with the strategic needs of the organisation. To develop and implement new HR and office management policies and procedures as required for the effective management of the organisation and development of its staff. Manage the recruitment process, from end to end Ensure timely and effective consultation with recognised trade union representatives, maintaining a constructive and effective working relationship with them. Facilities and Building Services Maintain clear procedures for the tendering and procurement of supplies and services in relation to: building maintenance; fleet and vehicle maintenance; car parking maintenance; building contractor maintenance; central purchasing of stationery and other office supplies and services to secure the best value for money. Source suppliers and contractors, negotiating contracts and managing the performance of contracts for all office and building services, ensuring effective value for money. Ensure that appropriate Health and Safety procedures are developed, implemented monitored and maintained; that risk assessments are carried out Person specification Minimum Level 5 Intermediate CIPD qualification (Certificate or Diploma) or equivalent At least three year's experience of managing HR services, including liaison and consultation with recognised staff/trade union representatives as required Experience of line managing teams Proven track record in effective problem-solving and decision-making Experience of negotiating with a range of people and suppliers Excellent written and verbal communication Able to work collaboratively and on own Thorough knowledge and understanding of the depth, scope and practical application of HR Policies and issues; the post-holder will be self-sufficient and rarely require advice and support other than in unusual or highly complex situations.
